Embarking on a transformative journey, the Technology Services Division is reshaping its culture and service delivery approach, focusing on four key priorities:

Role Description

The Director, Infrastructure Services Delivery provides strategic oversight and direction in the planning, development, and delivery of IT Infrastructure services for both on-premise and cloud-based solutions. Overseeing a team of approximately 100, with 4 direct reports, the Director reports to the Deputy Chief Information Officer, Technology Infrastructure Services. As a pivotal role in advancing and implementing the vision for Enterprise-Wide Infrastructure Services Delivery, you will foster a culture of customer-oriented service. Working towards continual service improvement, you will lead the transformation of our infrastructure into a highly resilient, modern, and hybrid cloud environment. You will also be responsible for implementing cyber best practices, supporting application modernization, ensuring performance and scalability, and driving technology and operational enablers to maintain near-zero downtime across the city's most critical infrastructure

Specifically, you will provide leadership in the areas of:

Service Delivery:

  • Develop and maintain a long-term infrastructure service delivery road map to support the City of Toronto’s Technology application and operations objectives, aligning with the City's strategic priorities and business needs.

  • Oversee technology architecture consultation services for major IT projects, coordinating resources from various technical teams in providing infrastructure and hybrid cloud platform services to deliver on key objectives.

  • Ensure and evolve the provisioning, performance, and reliability of core infrastructure for Technology Services and City Divisions.

  • Lead the evaluation and evolution of core technologies, determining a roadmap that supports modern applications and platforms.

  • Collaborate with leadership to support lifecycle management programs, adoption of scalable and resilient standards and modernizing provisioning of infrastructure service to improve speed and agility.

  • Lead an operations team to build, manage, and operate environments while maintaining high service continuity and support.

  • Delivery of access management services for the city including Directory Services, Access Management platforms, including operation and evolution of technologies in the Identity Access Management (IAM) space, modernization of core technologies and processes to serve user, on premise and cloud workload in the most secure way to meet core security standards.

  • Evolve City’s overall application resiliency posture through ensuring that design of infrastructure supports the overall disaster recovery program and key elements to meet business continuity objectives.

Operational Leadership:

  • Lead the design and development of an integrated technology domain architecture strategy, coordinating sub-domains (On-premise Private Cloud, Public Cloud, Security) within the City’s Enterprise Architecture program.

  • Accountable to deliver and maintain highest availability of core infrastructure services through proactive means (design, standards, lifecycle management) and rapid service recovery through best practices and continuous improvement.

  • Motivate and lead a diverse workforce, resolving labour relations issues and fostering high standards of work quality, continuous learning, and innovation.

  • Guide modernization initiatives for the City of Toronto Corporate I&T infrastructure, deploying scalable services to enhance customer experience.

  • Oversee planning, budgeting, contracts and procurement for all on-premise and cloud solutions (private, public, hybrid) driving efficiency and value for money.

Program Design & Implementation:

  • Lead the design and implementation of Cloud service delivery solutions (IaaS, PaaS, SaaS) to meet operational needs for all Divisions.

  • Provide thought leadership to team in developing standardized technology stacks that allow for scalability while delivering automated, real-time solutions across the infrastructure program.

  • Work closely the Security division (Office of CISO) in maintaining developing key security and controls as it related to infrastructure standards and environments.

  • Direct the planning and research of new technical developments and applications while driving discipline in retiring legacy infrastructure to ensure the high level of security currency and support.

Key Qualifications:

  1. Extensive experience leading an enterprise-wide, infrastructure service delivery operations with significant number of assets, infrastructure and application services.

  2. Proven track record of managing large infrastructure across traditional data centers, private and public cloud environments with proven ability to both evolve and transform technology and operations to meet modern delivery practices.

  3. Industry expertise in leading cyber security practices and policies that maintain high standards for infrastructure services including identity and access management services

  4. Ability to manage large scale relationship across large software and infrastructure vendors including contract management and portfolio management, service level agreements and governance and driving efficiencies.

  5. Experience directly managing internal and external Data Centers, Infrastructure, Technical and support resources.

  6. Experience in developing, building and support disaster recovery services across large data centers and cloud properties.

  7. Considerable experience leading a high performing team through change, ensuring continued successful service delivery.

  8. Experience managing unionized staff is an asset.

  9. Effective communication skills with ability to communicate to both technical and non-technical stakeholders, senior leaders, and governing bodies.

  10. Degree (or equivalent experience) in Technology, Engineering, Computer Science combined with applied experience in above qualifications.
