About the Role:

Torontoishometomorethan2.9millionpeoplewhosediversityandexperiencesmakethisoneof theworld'smostdiverseandlivablecities.Reporting totheManager,FinancialReviewService Providers,theBudgetCoordinatorisresponsiblefortheanalysisofoperatingandcapitalbudgets,completingfinancialreviewsandcommunicating thefindingstoexternalpartners andinternalstaff,monitoringbudgetsandpaymentsagainstestablishedfinancialcontrolsystems,supportthedevelopmentoffinancialcontroldocumentsandsystemsandusesdatatoinformdecision making.

Major Responsibilities

  • Analyzesoperatingandcapitalbudgets,fundingrequests,auditedfinancialstatements andfinancialmanagementreportsforpurchasedofserviceoperators.

  • Preparesandpresentsrecommendationstointernalstaffandtheexternal fundedagenciesonfinancialandoperationalmattersrelatingtofundingapplicationandreviewprocesses aswellas existing and changing policies and standards.

  • Providessupporttoseniormanagementbyensuringthedivision'sshortandlongtermfinancialandoperationalobjectivesarebeingmet,allfundspaidalignwiththerequirementsof theServiceAgreementContracts andthedivision'scostsharingrelationshipwiththeprovinceis safeguarded.

  • Providessupporttoseniormanagementwithadviceandguidancewhennewfundingprograms are available to the sector from other levels of government.

  • Responsibleforprocessingandreportingonpaymentandrecoveryprocesses

  • Monitorsandrecommendsperdiemratespaidtopurchase ofserviceoperatorsSupportsand monitorspayment vouchering /directdepositandresolvessystem issues between Children's ServicesInformationSystems(CSIS)andCityCorporateFinance'sSAPsystemandpaymentissues.

  • Developsandprovidesrecommendationsforeffectivefinancialcontrolmechanismstoensureexpenditurescomplywithapprovedbudgetsandcoordinatesthepreparationandanalysisof regularvariancereportsrelatedtothecontracted servicetargetsandexpenditures.

  • Analyzesandreportsonkeyoperational datathatmeasureprogrameffectivenessandadministrativeefficienciestosupportindividualfundingdecisionsandsystemlevelfundingdirection.

  • Developsneworenhanced reportingsystemsandcommunicationsinordertoprovideaccurateandtimelyinformationtodivisionmanagement, Councilmembers,otherlevelsofgovernmentandthemedia,andtoensurecompliancewithcorporaterequirements.

  • Preparestheservicecontractsoramendingschedulesforpurchaseofserviceoperators; coordinates thepreparation ofinformation reports incompliancewithdivisional reportingrequirements to other regulatory authorities.

  • Supervisestheday-to-dayoperationofallassignedunionizedstaff,whichconsistsoftraining anddevelopment,workassignment anddirection, scheduling,approval ofsalary incrementsand handling of day-to-day labour relations matters.

  • Providesdirection,support, trainingandaco-ordination roletootherstaffinDistrictOperations.

Key Qualifications

  1. Post-secondaryeducationinadisciplinepertinenttothejobfunctione.g.BusinessAdministration,Accounting,Economics,Financeortheequivalentcombinationofeducationand experience.

  2. Extensiveexperienceinpreparingand/oranalyzingbudgetsand/orauditsagainstestablishedfundingcriteriaandfinancialpracticesensuringcomplianceandaccuracy.

  3. Experienceincompletingfinancial analysistoverifyaccuracyandcomplianceandclearlydocumentingandcommunicatingthefindingsandoutcomes,bothwrittenandorally.

  4. Considerableexperienceindeveloping, implementingandusing financial control documents(e.g.auditguideline, fundingguideline, reviewprocesses).

  5. Considerableexperienceworkingwithlargedatasetsandtools(e.g.Oracle,SAP,Salesforce, MicrosoftExcel,etc.)fordetailedsystemanalysisthatwillevaluatetrends,forecastoutcomesand inform decisions.

  6. Considerable experience in using web-based applications, including developing therules/thresholds,inputtingandextractingdata,andsupportinginternalandexternalusers.

  • Highlydevelopedverbalandwrittencommunicationskillstoeffectivelycommunicate todifferent/specific audiences.

  • Abilitytosupervisestaff(inaunionizedsettingisanasset)andmotivateandtrainstaffinboth internalandprovinciallyestablished budgetandaccountingsystems.

  • Familiaritywithrelevant collective agreementsand governmentlegislation e.g.OccupationalHealthandSafetyAct,Employment StandardsAct,OntarioHumanRightsCode,etc..

  • Bilingualism(English&French)isanasset.

  • Aprofessionalaccountingdesignation(CPA)isanasset.
