Job Summary:

Reporting to the Senior Financial Analyst, the Accounting Assistant 2 will be responsible for performing accounting duties, primarily in support of the Social Housing Subsidy program ensuring timely and accurate monthly subsidy payment in compliance with established corporate policies, procedures, and practices. Duties include preparation of Annual Information Return template for the Housing provider, updating provider database for their upcoming subsidy payments, and significant interaction with Housing Provider/program staff.

Major Responsibilities:

  • Performs accounting duties such as reviewing, researching, analyzing, and reconciling ledger accounts, setting up and maintaining expenditures and revenue working papers, spreadsheets, and reconciliation to general ledger.

  • Prepares financial statements and statistical data reports.

  • Reviews, analyzes and reconciles subsidy detail records related to departmental current projects.

  • Reconciles and monitors subsidy projects and annual settlement.

  • Prepares monthly departmental financial statements and other financial information for Divisions, Provincial and Federal Governments.

  • Maintains and updates the Annual Information Return template tracking file on regular basis.

  • Prepares and calculates subsidy claims, ad hoc financial and statistical reports to the Provincial and Federal Government.

  • Prepares working papers and processes period end and year-end closing entries including period end accruals.

  • Reviews financial system reports and takes action as required.

  • Analyzes and reconciles account balances. Prepares, reviews, and posts journal entries.

  • Prepares statements for reporting to management and divisions.

  • Provides assistance on accounting and financial related matters to the divisions as requested.

  • Provides financial analysis, claims and other information to the divisions.

  • Creates/executes ad hoc financial system reports for analysis purposes.

  • Liaises with Finance Department and Housing Providers to handle accounting related issues.

  • Assists on projects and assignments.

  • Monitors Provincial statutes and regulations, City by-laws, City Guidelines, and agreements for any changes.

  • Co-ordinates data with the City, Housing Provider, Provincial and Federal Auditors.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Present enrolment toward completion of a professional accounting designation (i.e. completion of at least CPA preparatory foundation courses), or an equivalent combination of post-secondary education in a related field (e.g. accounting, financial management or business administration) and related accounting experience.

  2. Considerable experience analyzing financial data and preparing financial reports in either a municipal, non-profit, or private sector environment.

  3. Considerable experience using Microsoft Office Suite including Word and Excel. Specifically, utilizing MS Excel to manipulate large amounts of data.

  4. Experience using SAP or an equivalent financial information system.

You must also have:

  • Advanced knowledge of current accounting procedures and techniques.

  • Ability to prepare detailed correspondence, memoranda, summaries, statements, and documentation requiring the interpretation and application of a wide range of administrative accounting practices.

  • Knowledge of Financial Control and Municipal codes.

  • Strong interpersonal skills (excellent verbal and written skills) with the ability to establish and maintain effective working relationships with all levels of staff and the public.

  • Ability to perform complex detailed computations and calculations.

  • May be required to work overtime to meet regular deadlines.

  • Ability to work independently with minimal supervision and meet deadlines.
