Job Goal:

To provide the district with outstanding leadership by ensuring that data is accurate, timely, and disseminated among district administrators, building principals, and teachers; procure, administer, and finalize grants; and work collaboratively with a variety of stakeholders to ensure clear communication and fidelity to our mission and strategic plan. Also, to provide leadership and supportive administrative expertise in the areas of Management and Maintenance of District Information Systems, Technology Integration, Equipment, Technology Curriculum Development and Professional Development.

Major Areas Of Responsibility:

  • Assembling and leading a team of district personnel who have technical expertise in the district's student management system, working knowledge of the current reporting requirements, including those of special populations of students (special education, ESEA, migrant), knowledge of the district's registration materials and processes, data analysis experience, and an instructional background;

  • Defining and document data collection standards that include: Department configurations and staff responsibilities, alignment with stated codes for State and Federal reporting requirements, and consistency across departments and functions;

  • Communicating data governance standards across departments;

  • Developing a data verification protocol to ensure that data are accurate;

  • Assumes the role of "Systems Administrator," coordinating hardware and software implementation and Maintenance; and Administering all aspects of the K-12 Technology program and K-12 Technology Integration; and any appropriate software and hardware to support;

  • Procurement and administration of grants: Researches, identifies, and develops potential grant opportunities by searching for program ideas using online information retrieval systems and other resources. Writes, monitors, and implements grants for all Federal and State funding including all Title grants, Drug Free Grant and other programs/projects as assigned by the Superintendent of Schools. Works with appropriate district personnel in completing grant applications;

  • Plans, directs, coordinates, and monitors grant-funded programs and activities to ensure compliance with regulations and accomplishment of objectives that are prioritized according to Federal, State, and Local regulations, and evaluates and reports on their effectiveness and value;

  • Chairs or serves on K-12 Technology Committee and the development of the District Technology Plan as well as develops and implements professional growth and staff development in the area of K-12 Technology Integration; Coordinates with the technology integrator as well as district leaders to ensure that outcomes achieve school, district and state objectives;

  • Daily use and checking of Level 0, 1, 2 (data warehouse) and ensuring these are accurately working with the district's student management system, IEP system, food service system, and transportation system to guarantee accurate information is shared with all users and that errors are minimized;

  • Working collaboratively with the Superintendent of Schools to create a calendar for the following school year that meets the mandated number of instructional days and the TEA contractual days. Throughout the year, complete the NYS mandated spreadsheet to ensure the correct number of student minutes by building are obtained;

  • Assumes the role of District Data Privacy and Protection Officer.

Curriculum and Staff Development:

  • Work directly with building principals to analyze and disaggregate data to make instructional decisions

    in the best interest of students;

  • Plan professional development activities with the Assistant Superintendent of Curriculum and Instruction,

    Building Principals, and Director of Pupil Personnel Services for all instructional staff to improve student

    learning and teacher effectiveness;

  • Work collaboratively with the Assistant Superintendent of Curriculum and Instruction on BEDS day and

    VADIR reporting to collect accurate data and input it in the correct reporting source;

  • Review NYS released Report Cards and Accountability Reports to ensure accuracy and to share with building

    principals and assist in creating a plan to disseminate this data to instructional staff.

Administration of Programs:

  • Provide status reports regarding the district's compliance to the Superintendent of Schools and respond to

    requests for data analysis purposes;

  • Identity training needs for staff;

  • Direct or assist in the direction of the data analysis activities and instructional improvement initiatives (i.e

    Data team meetings);

  • US Department of Education: Civil Services Data Collection/Compliance: Reporting data by specific building

    to ensure compliance with Title and State laws;

  • Direct and assist in the direction of the data analysis activities and instructional improvement initiatives;

  • Attend quarterly information sessions provided for CIOs by the WNYRIC and user meetings for supported

    student systems;

  • Contacts appropriate community organizations and agencies for inclusion as project partners, when

    appropriate;

  • Packages application and arranges for timely delivery according to grant guidelines;

  • Participates in weekly administrative cabinet meetings;

  • Active member of the Strategic Planning Committee;

  • Monitor compliance with regard to data standards and maintenance of records;

  • Ensure data extracts from source system conform to the Data Warehouse file format and include all

    required fields as specified in templates;

  • Act as a liaison between the district and the regional WNYRIC;

  • Secure the certification of the data by the Superintendent or charter school leader in accordance with the

    certification schedule set forth by NYSED;

  • Develop relationships with private agencies where TCSD are parentally placed to determine the amount of

    funds must be set aside out of the Title grants and secure participation forms;

  • Meet with principal/CEO of private schools minimally two times a year;

  • Liaison to private schools for textbook material coordination;

  • Observe and evaluate teachers K-12 for their 10% as per APPR;

  • Organizes, administers, and supervises grants relating to Technology teaching and learning (K-12);

  • Oversees maintenance of email systems, online testing and other on-line student or teacher Programs.

Budget:

  • Works closely with the Assistant Superintendent's to develop the annual technology budget (K-12);

  • Facilitate the overall management of the instructional technology budget and inventory;

  • Maintain clear records, procedures and accountability for auditing purposes;

  • Write and administer the Consolidated Applications for ESSA-Funded Programs (Title grants);

  • Work closely with the district accountant to ensure the grant is expended timely and accurately.
