POSITION SUMMARY:
Under general supervision performs work of moderate difficulty in independently completing various tasks involving complex work methods and problems; reviews work of and/or provides work assistance to Field Services as needed; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
Prepares and maintains organizational records and files.
Compiles data for annual reports, budgets, and special studies.
Processes complex records, reports, applications, and other transactions in a specific area.
Verifies efficiency of internal checks and balances for maintaining internal control.
Makes and implements recommendations for modifications in office forms and procedures.
Communicates with, employees to resolve problems.
Sorts and files correspondence and documents by various methods.
Prepares documents with proper account code information.
Gathers, tabulates, and proofreads statistical data.
Checks documents for errors in accounts or mathematical errors.
Ensures compliance with ordinances, City and/or IRS policy.
Maintains records of disbursements, receipts, and deposits.
Operates various office equipment as necessary.
Answers questions of patrons in person or over the phone.
Interprets standard policies and procedures as required.
Initiate communication with customers to address issues related to meters and endpoints, offering support and scheduling appointments for troubleshooting.
Coordinate with customers to set up appointments for field technicians to inspect and resolve issues with meters and endpoints promptly.
Maintain accurate records of customer communications, including appointment schedules and issue details, ensuring thorough documentation for efficient follow-up and resolution.
Collaborate closely with field technicians, ensuring they have comprehensive information regarding scheduled appointments and customer issues for efficient troubleshooting.
Adhere to established communication protocols and guidelines to ensure consistent and effective interactions with customers regarding troubleshooting and issue mitigation.
Assist in supervising the daily operations of the AMI system and MDMS platform under a supervisor's guidance.
Help coordinate data collection from smart meters, sensors, and other devices, focusing on mobile read collection technologies.
Provide support in the planning and execution of maintenance, upgrades, and troubleshooting for the AMI and MDMS systems, under the direction of senior staff.
Contribute to the development and implementation of data quality control processes to ensure accuracy and integrity of water consumption data.
Aid in monitoring data for inconsistencies and irregularities under the supervision of a supervisor.
Assist in monitoring the performance of smart water meters and AMI devices, including mobile read collection, to ensure proper functioning.
Support the implementation of maintenance schedules and coordinate replacements as necessary, under administrative guidance.
Help identify and resolve technical issues within the AMI system, focusing on communication and data retrieval problems, including mobile read collection.
Assist in writing work orders and scheduling appointments for field maintenance and support in internal troubleshooting.
Stay informed about industry-specific standards and regulations under the guidance of a supervisor.
Support efforts to ensure compliance with regulatory requirements, particularly in data privacy and security.
Work with cross-functional teams to identify system improvement opportunities, including mobile read collection.
Assist in proposing and implementing system enhancements for better efficiency and data accuracy.
Provide customer support by helping them understand water consumption patterns and address billing inquiries.
Assist in resolving billing discrepancies using accurate data analysis.
Support the implementation and maintenance of security protocols to protect customer data.
Monitor for potential security breaches and assist in taking protective actions.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
Modern office procedures, practices, and equipment.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Graduation from high school or equivalent (GED).
Four (4) years of clerical, customer service, or Water Distribution AMI Technician experience.
An Associate’s degree can be substituted for two (2) years of work experience
A Bachelor's degree can be substituted for three (3) years of work experience.
Must possess a valid driver’s license.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance
City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.
Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
