POSITION SUMMARY:

Performs work under direction of considerable difficulty in coordinating and completing various administrative responsibilities within an assigned service or program area.

Performs related work as required.

ESSENTIAL JOB FUNCTIONS:

  • Coordinates a variety of administrative activities related to assigned service or program area, such as economic development, grants research, employee relations, management relations, public relations, systems design, or accounts receivable.

  • Researches, compiles, and analyzes information related to assigned area.

  • Makes presentations and submits recommendations for program improvements and enhancements.

  • Recommends modifications and implementation of work methods or systems to improve productivity or reduce costs of service.

  • Prepares reports, correspondence, and related materials to document work.

  • Assists in the development of program goals and objectives.

  • Assists administration with carrying out the responsibilities of the department/division.

  • Manages procurement and finance processes in CIS.

  • Verifies accuracy of records and maps through field visits as required.

  • Works with CIS consultants on restorations and enhancements.

  • Performs CIS configuration for purchasing and finance functions.

  • Creates reports from CIS data bases.

  • Designs, develops, maintains, and enhances application programs for all business processes including meter reading, financial accounting, customer service, billing, and legal collections.

  • Develops and makes configuration changes to the DPU/CIS system.

  • Provides subject matter expertise using best practices to the entire DPU CIS system operation in order to assist with problem solving.

  • Assists in answering/resolving any follow-up questions/issues and helps identify clarifications, when needed, from key stakeholders.

  • Acts as a subject matter expert and resource to supervisors, colleagues, union representatives, or physicians regarding accommodation/work restriction issues and processes.

  • Provides advice and counsel as appropriate and acts as a liaison between all parties when necessary.

  • Analyzing Advanced Metering Infrastructure (AMI) data to generate accurate and detailed Customer Information Systems (CIS) reports, identifying discrepancies or anomalies in usage patterns that could affect billing. This includes understanding consumption patterns and translating this data into billing information.

  • Overseeing the CIS system, ensuring it integrates seamlessly with AMI data for accurate and efficient billing processes.

  • Addressing queries related to utility bills, including discrepancies, high consumption concerns, and providing detailed consumption reports.

  • Implementing strategies and tools for using AMI data effectively in managing customer accounts, identifying potential issues early, and providing proactive solutions.

  • Ensuring that the AMI system is functioning correctly and coordinating with technical teams for maintenance or upgrades, especially in aspects affecting billing and account management.

  • Communicating with staff, city officials, and other stakeholders about AMI and billing matters, including educating staff on understanding billing and the uses of AMI.

  • Providing technical support for both AMI and billing systems and training staff on these systems. Work with System Administrator to correct billing issues, file administration, adding bill messages and setting up users at the system level.

  • Developing and recommending policies and procedures to optimize the efficiency and accuracy of both AMI and CIS processes.

  • Utilizing AMI data to support and improve customer service.

  • Identifying opportunities to innovate in the billing process using AMI data.

  • Coordinating with Water Distribution, Customer Service, Finance, and other relevant departments to ensure the smooth operation of both AMI and billing systems.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • Advanced Metering Infrastructure, including hardware and software components.

  • Utility billing cycles, rate structures, and customer information systems.

  • Data collection, processing, and analysis techniques relevant to utility operations.

  • Regulations governing utility operations, data security, and privacy.

  • Understanding of IT infrastructure, database management, and network systems pertinent to AMI and billing systems.

Skill in:

  • Managing and troubleshooting complex IT and metering systems.

  • Communication for coordinating with different departments and explaining technical concepts to non-technical staff.

  • Project Management for planning, executing, and overseeing projects related to system integration and upgrades.

Ability to:

  • Analyze large sets of data and derive meaningful insights for billing and operational efficiency.

  • Quickly identify and resolve issues that may arise during the integration and operation of the systems.

  • Maintain accuracy and attention to detail, especially in data handling and system configurations.

  • Adapt to new technologies and changes in the regulatory landscape.

  • Work collaboratively with various internal and external stakeholders.

  • Exercise strong decision-making, especially under pressure or in situations requiring quick resolution.

  • Understand and address customer needs and concerns related to metering and billing.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

  • Graduation from an accredited college or university with a Bachelor's Degree in Computer Science, Electronics, Industrial Engineering, Business Administration with a major in Information Systems Management, Accounting, Finance, or a closely related field.

  • Four (4) years of experience in business enterprise/ERP.

Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance

City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan

The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

Roth 401(k)

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
