The primary purpose of this position is to function as a requirements program manager. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Education/Training: Undergraduate and Graduate Education: Major study -- navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations. Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements. Successful completion of a course of flying or air navigation at one of the U.S. Government (Air Force, Navy, etc.) aeronautical or aviation training schools may be credited at the rate of 1 year of full-time training for 9 months of general experience. Any time-equivalent combination of the above. To qualify for this position, you must meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes providing aviation expertise in analyzing current and emerging programs and providing guidance to groups for optimization of operational policies and procedures ensuring unrestricted airspace access. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan and execute complex, multi-faceted projects. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to research, analyze, interpret and apply rules, regulations, and procedures. Knowledge of policies, programs, organizations, functions, resume-s, and legislation affecting the program(s) and the organizations studied or served, and related customers, functions, resources, and users. Knowledge of standard contracting regulations, practices, and procedures. Ability to execute projects and/or studies within established financial and time constraints. Ability to establish and maintain relationships with key individuals/groups outside immediate work unit and serve as spokesperson for the organization. Work Environment: Work is usually performed in an office setting although there may be occasional exposure to conditions in buildings under construction or in contractor plants. Incumbent may be exposed to austere conditions and overseas sites for short periods of time while accomplishing temporary duty. Temporary duty locations may require wearing of protective clothing for all types of weather, including high winds, rain, snow, and cold. Work shifts vary while traveling and can be during night, weekends and holidays. Employee wears hearing protection for exposure to high aircraft noise in and around airfield activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
