Agricultural Research Service Supervisory Facilities Operations Specialist in Tifton, Georgia
Summary This position is located in the U. S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA), in Tifton, GA. In this position, you will oversee day-to-day facility operations, including supervising Facilities Operations Staff, management and monitoring of building maintenance and repair, facility security, inspections, other building services as required. You will provide guidance and coordination for the staff in accessing and utilizing these facilities. Responsibilities Recommends response plans to the Administrative Officer that incorporate personnel notification lists and response action for utility systems failures and other failures. Ensures that electrical systems are operating efficiently for energy conservation. Maintains records on equipment, systems, and buildings, reflecting PM performed and all repairs resulting from PM inspections. Provides cost estimates for the maintenance and repair services for equipment, systems, and buildings. Utilizes an electronic "work order management system" allowing work to be scheduled as well as for estimating costs, repair time, and documentation of repairs, etc. Oversees physical plant maintenance, security systems, and operations of the facilities. Provides professional leadership and guidance on safety related items concerning areas of responsibility. Coordinates and maintains liaison with Federal, State, and local law enforcement agencies on security matters to ensure adequate response by the appropriate agency and timely threat information. GS-9: Specialized experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience utilizing work order management systems to estimate costs, document repairs, or schedule work; operating multiple facilities following health, safety, or security policies; and developing a response plan for unscheduled repairs of equipment, systems, or buildings. OR Education: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees include engineering, industrial arts, property management, construction management, or business administration. OR A combination of education and specialized experience as described above. GS-11: Specialized experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and maintaining the annual and long-range standard facility operation and maintenance procedures; planning, directing, and overseeing a preventive maintenance program; ensuring all critical infrastructure and associated systems receive routine maintenance; and managing associated budget plans. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or Successful completion of 3 full years of progressively higher-level graduate education leading to a degree in engineering, industrial arts, property management, or business administration or LL.M if related to a field of study that provided the knowledge, skills, and abilities necessary to perform the duties of the position. Related degrees include engineering, industrial arts, property management, construction management, or business administration. OR A combination of Ph.D. education and specialized experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
