The job schedule is typically 8-5pm Monday through Friday with support provided to the team as needed including offering support to the person or persons on call during emergencies.

Under general direction, plans, directs, and inspects the repair and maintenance of the raw water supply facilities, water treatment facilities, pump stations, storage systems and facilities, water distribution systems and facilities, wastewater collection systems and facilities, and water meter shop and facilities.

ESSENTIAL FUNCTIONS

Evaluates operational effectiveness; recommends improvements; prepares preventive maintenance reports on operations and activities.

Sets schedules, prioritizes work, and directly supervises maintenance crews. Develops and implements preventive maintenance schedules. Supervises maintenance crews in emergency repairs.

Implements division goals and objectives; reviews and submits weekly and monthly schedules and progress reports.

Develops budgets and maintains records of operations and maintenance of activities.

Participates in budget preparation and administration. Prepares costs estimates and submits justification reports for budget requests.

Monitors and controls expenditures. Reviews plans and specifications for new and replacement equipment and facilities.

Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance. Promotes effective communications.

Develops and implements routine maintenance functions.

Develops record systems and maintains records of maintenance, inventory, repairs and construction projects.

Reviews or prepares plans and specifications for contract work and inspects work performed for compliance to standards.

Supervises and ensures compliance with City Code, State statutes, and Federal regulations.

Aids the Division Manager in the preparation of budget forecasts and justification for staffing, materials, and equipment requirements; approves and tracks purchases of material and equipment; monitors and maintains inventory.

Attends technical and staff meetings on behalf of the division.

Responds appropriately to inquiries, concerns or complaints from the public.

Maintains an effective working relationship with other stakeholders and provides a high level of customer service.

Promotes staff development by providing technical training.

Maintains a clean, safe working environment. Models, trains, and ensures adherence to safe work methods.

Responds to emergencies and performs after-hours work.

Performs other duties as assigned.

Utility Maintenance Supervisor – Water Distribution

In addition to previous Essential Functions:

Schedules and supervises water main flushing, water break repairs, fire hydrant maintenance and valve exercising.

Schedules and supervises the Drought Program when required.

May operate heavy equipment when necessary or on a fill-in basis; may participate in the work of crews.

In addition to previous Essential Functions:

Supervises the maintenance, service and repair of equipment at non-potable well sites, sewage lift stations, plants, storage tanks, raw and potable water pump stations and pressure reducing vales (PRVs).

Oversees complex technical maintenance tasks for facility machinery and equipment and serves as a technical resource to personnel in the completion of repairs and service.

May perform work that requires the use of specified respiratory equipment that guards against exposure to airborne hazards. Complies with all Municipal, State, and Federal physical requirements as per Self-Contained Breathing Apparatus (SCBA) guidelines.

QUALIFICATIONS

Education/Experience:

High school diploma or GED; four years’ experience in raw water collection and storage systems, water treatment systems, water distribution systems, wastewater systems, meter shop maintenance and operations, or facility mechanical maintenance including one year of lead or supervisory experience. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

Valid Colorado driver’s license with a safe driving record.

Possession of a Grade 4 Water Distribution System Operators Certificate from the State of Colorado is required. Applicants must either possess a valid class IV Water Distribution certification at the time of hire or be able to obtain it within 18 months of hire. This certification must be maintained while working in this position.

Knowledge, Skills and Abilities:

Knowledge of the policies, procedures and goals of the City of Thornton, the department and the division.

Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the division.

Knowledge of City of Thornton personnel policies and procedures.

Knowledge of applicable codes, ordinances, and regulations.

Knowledge of the budgeting, purchasing and expenditure control policies and practices of the City.

Knowledge of maintenance and repair scheduling methods.

Knowledge of OSHA requirements relating to confined space and trench excavation.

Knowledge of the City Utilities Safety Manual.

Knowledge of and ability to apply construction specifications and plans.

Knowledge of the principles of employee supervision and training.

Skill in reading locator maps, blueprints, electrical schematics and control drawings.

Ability to supervise, direct and train employees.

Ability to investigate, analyze, evaluate and resolve operational, procedural, and personnel problems.

Ability to evaluate operations and recommend improvements.

Ability to use standard office equipment, computer equipment and software including word processing, spreadsheet applications and electronic mail.

Ability to exercise independent judgment and initiative as appropriate.

Ability to listen well and communicate effectively orally and in writing with various audiences.

Ability to establish and maintain effective working relationships with the public and City employees.

Utility Maintenance Supervisor – Water Lines:

In addition to previous requirements:

Knowledge of pipe fittings and appurtenances commonly used in the repair of water distribution systems.

Knowledge of metering systems and service hook-ups.

Skill in operating construction equipment such as backhoes, loaders, dump trucks, and excavators.

Physical and Mental Requirements:

While performing the duties of this job, the employee is required to sit, stand, perform repetitive motions, and demonstrate manual dexterity a significant part of the time. The employee is also required to see, hear, talk, walk, and perform heavy lifting. The employee may be required to comply with all physical requirements of SCBA and/or other respiratory protection equipment including passing all medical and fit testing.
