Under administrative direction, installs, configures, and troubleshoots computer networks and associated assemblies for the city.

ESSENTIAL FUNCTIONS

Performs complex evaluation, diagnosis and resolution to network problems.

Upgrades network hardware and software components as required.

Establishes network users, user environment, directories, and security for networks being installed.

Serves as a resource to LAN administrators regarding connection to city's fiber network.

Designs, analyzes, and manages enterprise network including installation, maintenance, and security of LAN/WAN.

Plans and designs local and wide areas data communications connectivity.

Participates as needed in various telecommunications projects in project planning, scheduling, equipment upgrades and copper or fiber optics installation.

Researches and evaluates new technologies and network management tools.

Prepares bid specifications, develops requests for proposals or requests for information.

Works with selected vendors in pricing, technological needs, and data communications equipment requirements.

Manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance.

May serve as liaison between user departments and Purchasing in procuring computer equipment or services. May assist in developing purchase specifications.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience:

Bachelor's degree in Computer Science or related field from an accredited college or university; seven years' progressively responsible experience analyzing, designing, constructing and maintaining complex server enterprises, voice and data network infrastructures, information security models and technologies, and desktop systems including two years supervisory experience. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

CISCO Certified Network Associate (CCNA)/CCNA Voice is required.

CISCO Certified Network Professional (CCNP)/CCNP Voice is preferred.

May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills and Abilities:

Knowledge of the policies, procedures and goals of the city of Thornton and the department.

Knowledge of hardware products used in municipal government applications.

Knowledge of the general operations of various city departments.

Knowledge of computer records storage, data manipulation, and database management techniques and practices.

Knowledge of the theory, principles, practices, and methods of management and administration of information systems, including systems analysis, design, construction, monitoring, maintenance, testing, documentation, training, and production support.

Knowledge of the city of Thornton Municipal Code associated with user departments and special projects.

Knowledge of city of Thornton purchasing policies, goals and procedures.

Knowledge of the principles and practices of project management.

Knowledge of industry accepted security models, practices and technologies.

Knowledge of server and network infrastructure enterprise design models, practices and technologies.

Knowledge of network and cabling theory and applications.

Skill in managing, monitoring and administrating server, network, and desktop computer systems.

Skill in effectively researching, planning, scheduling, and implementing system upgrades and conversions to new technologies.

Skill in planning, managing and implementing technology projects.

Skill in enterprise based server and voice and data networking technologies.

Skill in assessing user needs and analyzing and evaluating existing hardware systems for effectiveness and efficiency.

Ability to supervise, direct and train employees.

Ability to interpret, understand, and comply with manuals, regulations, standards, and guidelines.

Ability to use standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail.

Ability to listen well and communicate effectively orally and in writing with various audiences.

Ability to establish and maintain effective working relationships with city employees, vendors, consultants and the general public.

Ability to procure computer equipment or services including developing purchase specifications.

Ability to research, test, and evaluate computer equipment and application products.

Ability to perform work requiring the exercise of significant discretionary and independent judgment.

Ability to perform functional project coordination of other technical staff and maintain effective communication channels with IT management, other IT staff, city employees, vendors, consultants and the general public throughout the project's implementation.

Physical and Mental Requirements:

While performing the duties of this job, the employee is required to climb, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, and make repetitive motions. This position is mostly medium work; exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The employee is required to have close visual acuity. The employee is subject to environmental conditions, both inside and outside conditions, noise, and is required to function in narrow aisles or passageways.
