Job/Position DescriptionUnder the supervision of the Regional Public Health Assessment and Outreach manager. Work involves planning, developing, and implementing major tobacco prevention/control work plan which focuses on providing technical assistance to program staff, government agencies, non-profit organizations, universities/community colleges, federal funded clinics, hospitals, mental health/substance abuse, and the general public. Conducts community engagement and health education activities. Leads the employee wellness initiatives. Provides guidance to staff in the development and integration of new methods and procedures for tobacco prevention and control. Prioritizes the development and evaluation of tobacco prevention strategies and adapts program implementation for identified communities. Consults with health care providers to assess tobacco cessation practices, and institute program systems change, and sustainability to include patient counseling, education on nicotine replacement therapy, and/or adding electronic tobacco protocol to their electronic medical records. Provides training on utilizing the Texas Tobacco Quitline online. Trains, leads, and assist with major initiatives identified by communities and local stakeholders (such as schools, government officials, local agencies, and community action groups). Performs administrative duties by overseeing program budget, monthly reports, annual presentations of initiatives, and accountability for keeping track of expenditures of program needs. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Essential Job Functions(35%) Oversees and administers a comprehensive tobacco prevention regional work plan and provides recommendations for improving objectives for tobacco prevention and control in the region and state level. (20%) Consults and provides leadership to training large audience for policy development for tobacco cessation to health care providers to assess tobacco cessation practices and develop program systems changes to include patient counseling, education on nicotine replacement therapy and/or adding electronic tobacco protocol to their electronic medical records. Consults with public and private agencies involved in the program to resolve problems, identify training needs, and discuss program effectiveness. Provides training on utilizing Texas Tobacco Quitline online, via fax referral or telephone application. Develops partnerships with hospitals, federal funded clinics, mental health and substance abuse, schools, community action groups in the development of policies, procedures, and strategies to reduce tobacco use within at-risk populations. (20%) Collects, organizes, analysis, and prepares tobacco materials in response to request for program information. Prepares training materials through power point presentations. Provides consultative and guidance in the development of strategies to prevent tobacco use and increase tobacco cessation among young people and adults. Executes initiatives for tobacco cessation with a larger systems approach by identifying and partnering with entities such as community colleges, universities, Texas Standing Tall, University of Texas Tobacco Research and Evaluation to institute cessation. Provides guidance on how to incorporate tobacco cessation for young people and adults. Provides direction and technical training and support to intergrade tobacco cessation and utilize the Texas Quitline.
