Summary This position is located at a large and complex Department of Veterans Affairs (VA) Medical Facility. The purpose of the work is to plan and carry out all Ambulatory Care Service activities pertaining to program analysis. Responsibilities Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of Ambulatory Care program operations in meeting established goals and objectives. Analyzes new or proposed legislation or regulations to determine impact of medical facility programs. Identifies data required for use in the management and direction of programs. Reviews, analyzes and evaluates the accomplishment of Ambulatory Care programs by review of reports, studies, projects, and information provided by personnel, contractors, and other agencies. Identifies existing or potential problem areas and recommends corrective action of preventive measures. Makes informal presentations outlining the history, current status, and objectives of functional responsibilities. Analyzes and measures the effectiveness of administrative and technical programs of Ambulatory Care along with relationships of administrative support activities to such missions. Plans and conducts studies, analyzing findings and making recommendations on substantive medical facility operating programs. Prepares data reports for staff and ACOS, Ambulatory Care, and presents briefings regarding performance measures, Compass data, contractual data to managers and leadership ta encourage understanding and acceptance of findings and recommendations. Evaluates the effectiveness of Ambulatory Care providers, clinics, and/or programs in terms of mission accomplishment. This requires working knowledge of health care systems organizational structure, mission, functions, and interrelationship of all data management activities and pertinent reporting processes within Ambulatory Care. Perform qualitative and quantitative techniques t to measure effectiveness, efficiency, and productivity of various ambulatory care programs. Manages procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, acting as a COTR for procurements, and/or maintaining procurement and contracting records. Manages contracting and procurement when establishing community based outpatients clinics. Establishes and oversees procedures for the receipt, review and follow-up on requisitions for purchases from Federal and special funds. Exercises contracting authority up to an established threshold. Assist in reviewing contract proposals and agreements to assure accurate budgetary, personnel, and administrative arrangements. Provides advice to the ACOS, Ambulatory Care Service and Administrative Officer, Ambulatory Care on contracting and procurement policies and issues. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinate activities, resolve conflicts, conduct studies, prepare staff reports, deliver briefings to functional managers and to professionally represent the organization at meetings. Apply pertinent laws, regulations, policies and precedents which affect the outcome of patient care and related support sources in all clinical and non-clinical administrative activities. Execute advanced office automation functions such word processing, creating and entering data into spreadsheets or databases, retrieving data from specified electronic records, and transmitting and receiving electronic documents. Identify, bargain, and resolve issues or problems of a procedural or factual nature. Using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; organization design; development and administration of questionnaires. Use of automated data processing applications (i.e. Office Automation products, VistA, CPRS, and GUI) utilized within the hospital in order to: enter requests for computer access codes; troubleshoot basic software and hardware problems; serve as liaison with Medical Center's IT department; basic troubleshooting skills required to identify and correct basic software and hardware problems. OR, Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Physical Requirements: The work is sedentary. Some work may require movement between clinical activity overseen by Mental Health Product Line (MHPL). Traveling off station and between divisions to meeting is necessary and working some overtime hours may be necessary.
