POSITION DESCRIPTION: Supervise staff and provide management oversite of special projects and initiatives that the Office of Work Program and Budget (OWPB) is undertaking. This includes assistance with new and existing programs required by federal and/or state law; and priorities initiated by FDOT executive leadership. Guide the development and ongoing maintenance, as determined, of these initiatives by working with staff in the OWPB, other program areas in the Central Office, and the District offices. Conduct research, prepare reports, and make recommendations to Department leadership for action. Critically evaluate and analyze information gathered from multiple resources. Summarize detailed data into executive level formats, as well as breaking down aggregate information into meaningful components. Successfully engage in multiple initiatives simultaneously.
Assist with operational transformation and documentation efforts of business units to maximize use of resources and procedures.
Ensure the efficient and effective processing of the steps required for successful project lettings. Analyze trends, conditions and influencing factors impacting projects in the work program including the impact on production and performance. Assist in developing and presenting performance reports and bid analyses for the Department’s executive leadership team. Work with the District leadership teams to analyze and evaluate program performance and production management targets. Provide recommendations to improve performance and program outputs. Prepare reports and presentations in support of decision making.
Prepare training materials, develop a training plan, and conduct training for OWPB staff and others. The focus of this training is to aid in the development of knowledge, skills and abilities in all aspects of the work program. Mentor staff who are interested in advancing their careers within OWPB. Assist with recruiting and identifying candidates for employment opportunities and promotions within the office. Provide guidance in developing and maintaining operational manuals.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of how to interpret, apply, and communicate laws, rules, policies, and procedures regarding project production and contracting. Knowledge of the principles and practices of supervision and management. Knowledge of economic principles (supply, demand, price elasticity). Knowledge of the time value of money. Skill in the use of the following software products: Microsoft Word, PowerPoint, Outlook, and Excel - including the ability to analyze data with pivot tables and vertical lookup tables. Skill in using statistical analysis to identify, interpret, and communicate trends and patterns. Skill in process analysis and improvement. Skill in developing desk procedures. Ability to manage and supervise employees to maintain high morale and production efficiency. Ability to establish and maintain effective working relationships with others. Ability to analyze and interpret production-related data such as contract information, input prices, bidding patterns, contract time, project scope, project schedule, etc. Ability to solve problems relating to production. Ability to communicate production information effectively. Ability to analyze data, draw conclusions and make recommendations. Ability to understand and apply rules, regulations, policies, and procedures in general circumstances. Ability to develop various reports. Ability to prioritize and optimize workload output of self and staff. Ability to assess budgetary needs.
