GENERAL POSITION DESCRIPTION:
This is a highly responsible professional accounting position in the Financial Reporting unit that reports to the Accounting and Finance Manager. This position is responsible for designing and producing query reports from the statewide FLAIR accounting system or Florida PALM accounting system once deployed, as well as each of the Lottery databases associated with the department’s accounting functions. In addition, this position requires extensive working knowledge of the FLAIR accounting system to provide oversight and support to the department users and to provide technical assistance regarding accounting and information systems within the General Accounting office and to other areas of the Lottery. This position will be an integral part of the testing process for the Florida PALM accounting system and be responsible for having working knowledge of the PALM accounting system once deployed.
ESSENTIAL DUTIES:
Provides reports or information to management, staff, and other users such as auditors from Lottery databases using Business Objects (WEBI), the current FLAIR information warehouse (IW) using FOCUS programming and the PALM system.
Serves as the primary liaison with the Department of Financial Services reporting unit in regard to FLAIR or PALM.
Become a subject matter expert with the PALM system, assisting other financial staff with training in the new system.
Oversees FLAIR or PALM financial data and troubleshoots problems as they occur.
Research problems or investigate inconsistencies between different sources of information.
Reconcile FLAIR or PALM and other associated Lottery subsystems on a daily basis.
Research problems or investigate inconsistencies between the FLAIR or PALM accounting systems and the Lottery’s gaming system.
Maintain and update Lottery chart of accounts (COA)fields in FLAIR or PALM with new game information.
Review and verify retailer accounts that need to be sent to collections on a monthly basis.
Assists Accounting Director and Accounting and Finance Manager with accounting functions related to all department and external financial and operational systems utilized by the Lottery.
Assists with training and documentation, such as procedures relating to various accounting subject areas.
Serve as a secondary access control administrator for FLAIR, PALM (once deployed), and Wells Fargo.
Serve as backup to perform access control access and maintenance (additions and deletions) within 3 (three) working days of notification.
Assist with monthly and annual financial statements and other types of reports that are periodically produced by this unit for management and others.
Provide assistance as needed to other units with schedules and reports.
Perform special studies as assigned.
Perform other related duties as needed.
Attendance is an essential function of the position.
Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
Knowledge, Skills, and Abilities
Knowledge of accounting principles and administrative internal control systems.
Knowledge of basic accounting entries and reconciliations within FLAIR and PALM (once deployed) and other accounting systems.
Strong analytical skills to be able to identify problems (or potential for problems) and suggest potential solutions.
Ability to understand, modify and write source code for software that is available including NATURAL and FOCUS.
Ability to perform independent research, troubleshoot, and provide and resolve problems associated with accounting entries and data associated with reports.
Ability to communicate verbally and in writing and interact with management, staff, and other information users.
Ability to assist and advise all sections in interpreting or using information or reports. Be able to explain how it may relate to other sources of information that may be available.
Ability to generate and use FLAIR reports and correct FLAIR errors and PALM reports when the system is deployed.
Ability to utilize available “End User Applications” (MS-Excel) and provide support to others in that regard.
Ability to maintain confidentiality.
Experience with or knowledge of the design and functionality of the new PALM accounting system or the ability to learn the concepts and accounting principles related to the new system.
Provide technical assistance to users regarding the Lottery systems or FLAIR system and PALM system when deployed.
Perform other related duties as appropriate and assigned by management.

Successful passing of a criminal background check (state, local, and national) is required .
A high school diploma or equivalent (GED).
Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units. The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.
