Position Overview and Responsibilities:

As a Retirement Analyst II you will provide customer service that requires expert knowledge of the Florida Retirement System (FRS), and Optional Retirement Systems, Social Security and all applicable Federal laws, Florida Statutes, Rules, and division policies.

Specific job responsibilities include, but are not limited to:

  • Assists in the development of policies and procedures which control the operation of the section, and updates procedures for the approval of the Benefits Administrator or Bureau Chief.

  • Assists the Benefits Administrator or Bureau Chief with determinations and quality control as required, identifies areas of potential improvement, evaluating the section and/or bureau and making recommendations, assigning and monitoring the workflow in the section.

  • Counsel’s customers of the FRS which may include members, agency heads, physicians, attorneys, legislative members, actuaries, etc.

  • Serves as lead worker for professional employees on problem accounts and overseeing their work.

  • Trains and directs professional employees in all aspects of plan membership, reporting, benefit payroll or benefit determination and calculations to equip them to accurately analyze members’ employment history, understand the laws, rules, policies, and procedures.

  • Serves as a resource person for other staff and maintain close liaison with representative of state and local agencies and other areas of the Division and Department.

  • Prepares original interpretive correspondence involving complex issues regarding eligibility, enrollment, and benefits for signature of self, bureau chief, assistant director, or director.

  • Coordinates bureau responsibilities in administering Investment Plan provisions between the Division, SBA, and Third-Party Providers.

  • Develops and maintains templates and standard comments used in the correspondence. Assist with the section’s phone duty and counseling as needed.

  • Provides quality control over outgoing correspondence prepared by other staff by verifying data used in accounts on IRIS.

  • Research retirement topics, assists in legislative bill drafting and the development of rules.

  • Oversees the preparation and maintenance procedures and training manuals and provides feedback to Benefits Administrator or Bureau Chief on progress of trainees, work deficiencies, problem areas, and corrective actions.

  • Participates in workshops, seminars, and training session for various governmental agencies.

  • Evaluates and makes recommendations for database modifications in conjunction with Information Technology personnel.

  • Testifies at Division representative at hearings before the State Retirement Commission and Division of Administrative Hearings regarding membership eligibility.

    Knowledge, Skills, and Abilities:

  • Knowledge of retirement laws, rules, and procedures.

  • Ability to apply applicable laws and procedures.

  • Ability to operate office automation system.

  • Knowledge of Microsoft Office and Excel

    Minimum Qualifications:

Six years of professional experience in the area of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics, or personnel. A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.

Division of Retirement:

The mission of the Division of Retirement (division) is to deliver a high quality, innovative, and cost-effective retirement system. The division currently has 225 full-time retirement staff and manages a FY 2024-25 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fourth largest state retirement system in the US with more than 2.7 million active, retired, and terminated vested and non-vested members and $187.2 billion in assets. The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.
