The Florida Department of Health (DOH) is seeking a creative, organized, flexible, and motivated individual to become an essential member of the Primary Care Office (PCO). This is a highly professional position located in the Division of Public Health Statistics and Performance Management (PHSPM), Health Resources and Access (HRA) section. The incumbent works in a cooperative manner with the Primary Care Office (PCO) Director, Florida Reimbursement Assistance for Medical Education (FRAME) Manager, and division staff to serve as the Florida Reimbursement Assistance for Medical Education (FRAME) Volunteer Support Manager. This position requires the incumbent to be knowledgeable of policies, data, technologies, and issues related to access to health care, health professional shortage areas and underserved communities. The incumbent works with other individuals, agencies, organizations, and groups in developing and promoting policies, processes, technical solutions, and rules that improve access to health care through effective FRAME operations. This position requires excellent communication, computer, and data analysis skills; highly effective procurement and contract management skills; and the ability to work independently and effectively with Department personnel, county health departments, local health care providers, federal governmental agencies and other organizations, associations, and community representatives.

Your Specific Responsibilities:

Functions as the state volunteer service coordinator for the FRAME program providing implementation, operations management and review, and ongoing technical assistance and education related to the administration of the FRAME program.

Develops policies, procedures, and rules relating to the volunteer support operations of the FRAME program, and coordinates state and community-level planning for implementation of projects. Determines eligibility and/or certifies individuals for participation in the FRAME program. Provides consultation and expert advice to management or other groups on technical, systems-related, or process related topics.

Supervises and works with FRAME staff to plan to implement and evaluate the FRAME program based on the Department’s needs. Responsible for all supervisory duties including, but not limited to hiring and selection, developing performance plans, planning, and directing staff work, conducting performance appraisals, approving leave, and taking disciplinary action as appropriate. Serves as a state-certified contract manager for the FRAME contracts.

Plans and provides educational opportunities for health care personnel applicants and stakeholders. Works with other Department professional staff to integrate FRAME program promotion with other Department health promotion and public health education opportunities. Presents information regarding the FRAME program at community/stakeholder meetings, serves on councils, boards, and task forces.

Monitors administrative functions such as technical support systems, personnel, and financial management. Consults with staff to determine areas of concern and proposes solutions to operational challenges and apprise leadership for situational awareness.

Assists the PCO Director, FRAME Manager, and the HPSA Designation Coordinator with customer service inquiries including data retrieval and report production from the FRAME system of record regarding FRAME applications and status.

Coordinates the development of all FRAME Volunteer Support communications, media contacts and releases with the Department’s Office of Communications and serves as FRAME Volunteer Support spokesperson.

Completion of special assignments such as the preparation, implementation and evaluation of annual plans, goals and objectives as well as identifying grant resources, preparing and/or supervising the preparation of relevant proposals and ensuring the implementation and monitoring of grants.

Develops budget requests, allocates approved operating budget and monitors expenditures.

    Qualifications:

    Preferred qualifications

  • A bachelor's degree from a college or university and three or more years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.

  • Experience providing highly effective customer service.

  • Program/project/personnel management experience.

  • Professional experience in public health, health care, education, nonprofit, or community economic development.

  • Expertise with the Microsoft Office suite of desktop applications including Teams, Word, Excel, PowerPoint, and Outlook.

  • Knowledge of relational database environments and/or web-based application development.

  • Florida Certified Contract Manager – Active Status

  • Experience with State of Florida purchasing and contracting rules, procedures, and practices.

  • Experience with State of Florida accounting system.
