    SPECIAL NOTES:

    High School Diploma or equivalent is required.

    Additional requirements:

  • Two (2) years’ experience in public safety, or business administration. An associate degree from an accredited college may substitute for the required years of experience.

  • Five (5) or more years’ experience in emergency management planning and disaster response operations. Possession of bachelor’s or master’s degree in job related field may substitute for one (1) year of experience.

  • Valid Florida’s Driver’s License.

  • Must possess ICS 100, ICS 200, ICS 700, ICS 800 certifications.

  • Obtain ICS 300 and 400 certificates within one (1) year from date of hire.

    Preference s

  • Familiarity with the Florida Urban Search & Rescue System, Hazardous materials response and/or the Mutual Aid Radio Communications (MARC) system.

  • Working knowledge and operation experience in the State Emergency Support Functions (ESF) to include local, county or state emergency operations center activations.Deployment on a State Incident Support or Management Team may count as experience depending on position and event.

  • Familiarity and experience with the Florida Fire Chiefs Association State Emergency Response Plan (SERP).

  • Ability to function as a part of a team across all State Emergency Response Team (SERT) and other partner disciplines.

    This position requires a security background check, including fingerprint as a condition of employment.

    The starting salary for this position is $54,000.00.

    Employees of the Department of Financial Services are paid on a monthly pay cycle.

    MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles and techniques of effective verbal and written communication.

  • Ability to read and understand preparedness, response and recovery plans and documents.

  • Ability to understand and interpret laws and uniform codes and standards.

  • Ability to prepare, interrupt, convey and facilitate operational mission assignments.

  • Ability to work long periods of time under mentally and physically challenging conditions in emergency operations centers.

  • Deploy to an emergency operations center in response to no-notice events within the hour prepared for long operations.

  • Ability to use problem-solving techniques.

  • Ability to work independently with limited supervision.

  • Ability to safely operate a motor vehicle.

    BRIEF DESCRIPTION OF DUTIES :

    Plan, organize and coordinate activities for Emergency Preparedness and Response under the guidance of the Domestic Security Coordinator (DSC). Prepare plans that outline operating procedures to be used in response to disasters or emergencies and in recovery from these events. Coordinate disaster response in coordination with the DSC. Coordinate operational activities with internal and external stakeholders. Confers with organizational members to accomplish work activities. Create reports related to emergency preparedness and response. Develop and maintain liaisons with municipalities, county departments, and similar entities to facilitate plan development, response effort coordination. Prepare and maintain operational records for all emergency activities, manage inventories of products or organizational resources.

    Support the entirety of the Division to include the DSC, several part-time SFM OPS Subject Matter Experts in the fields of US & R, Hazardous Materials, MARC, SERP Coordinator and various partners across the discipline. Provide coordination between these partners, identify complex problems, and develop options and implement solutions. Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Keep informed of federal, state, and local regulations affecting emergency plans, and ensure that plans adhere to those regulations.

    Assist the DSC and in coordination with select subject matter experts to develop projects and subsequent budget requests for state and federal funding in support to the ESF 4 & 9 assets. Study emergency plans used elsewhere to gather information for plan development. Makes recommendations to improve organizational processes and policy changes.

    Develop, update and review plans for ESF 4/9 and domestic security documents i.e., COOP, ESF 4/9 Resource Management Plan, Comprehensive Emergency Management Plan. Develop emergency response plans or procedures. Maintain and update all resource materials associated with emergency preparedness plans. Conduct surveys to determine the types of emergency-related needs to be addressed in disaster planning or provide technical support to others conducting such surveys.

    Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists. Overnight travel to meetings and events can vary from once to several times a month. The position is expected to reasonably respond with minimal notice to the SEOC or other assigned location to support ESF 4 & 9 operations. The position will participate in various subject meetings both in conjunction with and representing the Division.

    Support noticed and no-noticed emergency operations in the SEOC and in the field.

    Perform other related duties as required by higher authority.
