MINIMUM REQUIREMENTS:

A bachelor’s degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:

The incumbent serves as the department’s forms, records and publications liaison. Ensures that the managed areas meet the requirements of all the applicable rules and statutes. Ensures that business processes meet the needs of our customers, are documented and are continually reviewed for efficiencies.

Assists the Department Leasing Liaison in leasing activities for private and government-owned properties. Assist in the research, coordination and recording of matters of Real Properties with the department’s Contract Manager, Property Section in Finance and Accounting, Department of Environmental Protection (DEP) State Lands, Property Appraiser’s offices and other division staff as appropriate. Assists in the maintenance of the department’s Real Property Access Database and DEP’s Florida State-Owned Lands and Records Information System (FL-SOLARIS) database to ensure information is accurate and up-to-date.

Surveys agency divisions and offices for surplus property available for disposition via the contracted auction vendor website (or other authorized websites) and obtains authorization of eligibility from Property Office in Bureau of Finance and Accounting. Assembles information and photos for placing advertisements on the contracted auction vendor website (or other authorized websites) from the surplus property owner. Uploads surplus property ads to the website and designates the length of the sale listing, answers inquiries from prospective buyers, and verifies receipt of funds after the auction closes.

Serves as the department’s Forms Coordinator to include reviewing new and revised forms, updating the forms database and directory, providing assistance to all division forms coordinators, coordinating changes to the department’s intranet and internet web pages, updating the Forms Management Program policy (Administrative Policy and Procedures 1-5) and updating the Forms Management Manual.

Serves as the Records Management Liaison Officer for the department; ensures compliance with the department’s Records Management Program Policy (Administrative Policy and Procedure 4-18); monitors applicable forms. Maintains the Records Management desk manual and provides internal records management training.

Serves as the department’s Publication Database Manager to include updating the publications database, updating the Publications Management Program policy (Administrative Policy and Procedure 1-6), forwarding copies of new publications to the Department of State and coordinating the biennial publication mailing list survey in compliance with Florida Statutes.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proficient at Microsoft Office (Outlook, Word and Excel).

  • Knowledge of basic accounting principles.

  • Knowledge of the rules of grammar and punctuation.

  • Skilled in use of general office equipment such as personal computer, calculator, scanner, fax and photocopier.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.
