Essential Functions

  • Establishes or transitions into a unit or team under the Planning Section.

  • Configures team to support operations as necessary.

  • Provides oversight for GIS activities of multiple GIS teams during expanding and complex incidents.

  • Manages the NIMS Type 1 GIS Analyst and coordinates staffing and resources to support mission-specific needs and activities.

Requirements

  • Must submit to and pass a drug test.

  • Must submit to and pass a background check.

  • Provide Form I-9 supporting documentation that proves your identity and eligibility to work in the United States.

  • Have experience using ArcGIS Enterprise, Fieldmaps, and Survey123 in a professional setting.

  • Functioned in this position during an operational incident, planned event, exercise, drill, or simulation within the past 3 years.

  • Understanding of uses common location reference systems, including United States National Grid (USNG), latitude/longitude, and other appropriate location languages in support of disaster operations.

  • Ability to acquire data for GIS software, including coordinating Memorandums of Understanding (MOU) for event imagery and other local data.

  • Ability to acquire and evaluate different map types and data sources to understand limitations and present the most useful information.

  • Knowledge to provide oversight, guidance, and direction for the use of predictive models such as Hazus Multi-Hazards, chemical, biological, radiological, and nuclear (CBRN), and Wildland Fire Behavior Modeling in producing maps, analysis, and reports for situational awareness and decision-making.

  • Current knowledge and skills regarding the use and application of the latest GIS technology and certifications used in the industry.

  • Experience in a management position in public safety, emergency management, or a GIS team, including familiarity with GIS industry-standard methods and processes to manage GIS resources and produce GIS products and services.

  • Successful experience as a Type 1 GIS Analyst on a deployment, incident, or training exercise, including tabletops with previous experience.

  • Completion of the following is preferred:

  • IS-100: Introduction to the Incident Command System, ICS-100.

  • IS-200: Basic Incident Command System for Initial Response, ICS-200.

  • ICS-300: Intermediate Incident Command System for Expanding Incidents.

  • IS-700: National Incident Management System, An Introduction.

  • IS-800: National Response Framework, An Introduction.

  • IS-922: Applications of GIS for Emergency ManagementIS-2900: National Disaster Recovery Framework (NDRF) Overview.

  • E/L 0964: National Incident Management System Incident Command System All-Hazards Situation Unit Leader Course, or equivalent.

  • E/G/L 0191: Emergency Operations Center/Incident Command System Interface.

  • Successful completion of the National Qualification System (NQS) Position Task Book (PTB) for the National Incident Management System (NIMS) Geographic Information Systems Supervisor, or equivalent AHJ documentation.

Physical Requirements

  • Must be able to remain in a stationary position 90% or the time.

  • Occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, or printer.

  • Ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.

  • Ability to observe details at close range (within a few inches/feet of the observer).
