This advertisement is for a SES position located at Central Office in the Office of Finance & Accounting in Tallahassee, Florida. This position acts as the Revenue Section Supervisor.

Salary Rate: $77,454.52 annually

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

SPECIFIC DUTIES & RESPONSIBILITIES:

This is an administrative accounting/supervisory position that is responsible for the planning, coordination, and direction of the Revenue Section/Grants within the Bureau of Finance and Accounting. This position:

  • Supervises, coordinates, and participates in the processing of revenue and expenditure refunds depositing and recording, journal transfers processing, expenditure refunds request, invoicing, grant management, and other related accounting activities.

  • Ensure that identified reconciling entries are recorded in FLAIR, in accordance with GAAP and that corrective action is taken to minimize future adjustments.

  • Organizes, coordinates, and monitors section workflow and operations to achieve established goals and objectives; adjusts workload as necessary to meet work priorities.

  • Serves as liaison between Department’s sections and program areas and Department of Financial Services and third-party debt collections agency, direct courses of action regarding write-off, and debt collection action.

  • Appropriately submits receivables to third party debt collections agency as required.

  • Submits receivables to Department of Financial Services for write-off permission, while obtaining prior permission from program areas and management.

  • Provide annual reports as required by Florida Statute, quarterly revenue summary report, and other reports as requested by management or outside parties.

  • Monitors thef subsidiary records to ensure an accurate reflection of the accounts receivables to the Department.

  • Ensures the subsidiary reacords are reflecting accurately the accrued revenues at year-end.

  • Timely provides timely the Unverified Deposits report to the Financial Reporting Section at year-end.

  • Develops, updates, and implements new and revised processes and procedures as needed for revenue collection and reconciliation of accounts including any modifications or updates to FLAIR or other accounting systems. It includes explanation of policies, procedures, and regulations to the members of the Revenue team.

  • Ensures the FL PALM’s implementation tasks related to the Revenue Section/Grants are timely addressed. It includes but not limited to respond internal and external request, testing, training, and update of processes.

  • Plans, directs, monitors, and supervises the grants accounting. It includes the entire fiscal accounting grants operation of the department, with FLAIR, CDC, and the mini and microcomputer supported systems. This position is responsible for establishing, implementing, and monitoring compliance with written policies and procedures, ensures that transactions and grant information are recorded accurately in FLAIR. The direction provided and decisions made by this office have a direct impact on the long range and daily operations of every accounting office within the Department. Ensures compliance with GAAP and 215.422 F.S.

  • Monitors and reviews grant claims to ensure they are submitted accurately and timely in accordance with grantor requirements. Review and ensure eligibility of grant expenditures. Monitor transactions in the FLAIR accounting system to ensure expenditures are accurately recorded. Maintain documentation to support grant claim processing and compliance with record retention requirements. Monitor to ensure maximation of awarded funds.

  • Develops, implements and routinely monitors position descriptions and related performance standards for all section members to ensure they accomplish the goals and objectives of the Bureau of Finance and Accounting.

  • Oversees the supervision of revenue and grants. Provides and coordinates training, plans workloads, workflows, deadlines, work objectives and time utilization for Revenue Section members in an effort to prevent errors and reconciliation issues. Guides and advises Revenue Section members on procedural processes in areas of responsibility. Assists Revenue Section members with resolution of problems by providing methodologies that are appropriate and which conform to applicable regulations.

  • Delegates or performs other assignments as needed.

    KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of computer systems concepts.

  • Knowledge of accounting and auditing principles, theory, and concepts.

  • Ability to analyze and interpret complex financial data.

  • Ability to use Microsoft Word, Microsoft Outlook, Microsoft Excel, terminal emulator software on a personal computer workstation, a calculator and general office equipment.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to establish and maintain effective working relationships with others.

  • Knowledge of accounting systems.

  • Knowledge of accounting and auditing practices.

  • Knowledge of internal control concepts.

  • Knowledge of external financial markets and conditions.

  • Ability to make present value calculations.

  • Ability to prepare financial statement workpapers and schedules.

  • Ability to prepare financial reports.

  • Ability to utilize problem-solving techniques.

  • Ability to analyze and evaluate accounting systems.

  • Ability to conduct audits and prepare audit reports.

  • Ability to review, analyze, and evaluate financial and operational data.

  • Ability to plan, organize, and coordinate work assignments.

  • Ability to examine and audit financial records.

    REQUIRED QUALIFICATIONS:

  • Must be currently employed with the State of Florida

  • Must possess four years of State of Florida accounting experience and FLAIR transactions.

    PREFERRED QUALIFICATIONS:

  • Possess a bachelor’s degree in accounting or a related business field.

  • Operated in a supervisory position for a minimum of 2 years.

  • Possess experience with the State of Florida debt collection process.

  • Possess two years of experience in revenue accounting.

  • Possess experience with year-end process and reporting.
