The Work You Will Do:

The Environmental Specialist III, 37011043, is in the Division of Environmental Assessment and Restoration’s (DEAR) Watershed Services Program (WSP), Watershed Information Network (WIN) Section in Tallahassee and is responsible for coordinating with data provider organizations conducting monitoring in assigned areas of the state to facilitate loading of data to the WIN data repository. The position will provide technical support and training for data submission to WIN, which will aid in the management and evaluation of monitoring data from the State’s water resources, and will support the data management needs of DEAR.

    Your Specific Responsibilities:

    In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

    This is an intermediate environmental technical and professional position in the Watershed Services Program (WSP) in the Division of Environmental Assessment and Restoration (DEAR). The position is responsible for providing technical and scientific expertise to aid in the management and evaluation of monitoring data from the State’s water resources, and to support the data management needs of DEAR. The position requires knowledge of advanced data management concepts and software to facilitate managing and evaluating data. Specific duties include:

    To aid in the management and evaluation of monitoring data the incumbent will act as a Data Provider Coordinator for the Department of Environmental Protection (DEP or department). Work with water quality monitoring agencies and data providers in assigned areas of the state (e.g., DEP Districts) to facilitate loading of data to DEAR's environmental databases, principally the Watershed Information Network (WIN) and its successors.

    Coordinate with DEAR programs or sections, other department divisions or programs, the Water Management Districts, and other data users to train and assist them to load high quality environmental data to and retrieve it from DEAR's environmental databases. Construct, maintain, and train on new processes and procedures for data maintenance, migration, and quality assurance.

    Coordinate with DEAR’s programs, including those for standards development, the Impaired Waters Rule, Total Maximum Daily Loads, and Basin Management Actions Plans to provide data management support, as needed, relative to WIN, Florida STORET, or their successors.

    Implement and maintain the department’s WIN data management system (or successors) by providing necessary training, participating in workshops with the user community, developing and maintaining user guides, system process standard operating procedures, and other materials, as needed.

    Assist in the planning, development, and implementation of database management projects for DEAR, as required by the supervisor, WSP Administrator, or the division office.

    Lead or participate in special projects to accomplish DEP, division, program, or section data management goals, as required by the supervisor, WSP Administrator, or the division office.

    Assist department and external data consumers with WIN and Florida STORET (or their successors) database related inquiries. Investigate questions regarding data in WIN or Florida STORET (or their successors) and work with appropriate staff and data providers to resolve identified data anomalies.

    As needed, participate in cross-training with other WIN Coordinators and provide support on activities and responsibilities, including but not limited to data loading to the U.S. EPA Water Quality Exchange (WQX), Florida STORET Public Access (SPA) related issues and data QA issues.

    Participate and work effectively as a leader, facilitator, or member of department, division, program, or section approved teams. Teams will be created as needed to facilitate completion of tasks related to DEP or DEAR priorities, to improve the effectiveness of the operation of WSP, DEAR, or DEP, or to resolve process or work problems.

    Assist with contracts as required by the above duties.

    Prepare oral and written reports and presentations as needed.

    Participate in training for this position, as required by section, program, DEAR or DEP.

    Required Knowledge, Skills, and Abilities:

  • Knowledge of relational database structure and management concepts.

  • Knowledge of and ability to proficiently use MS Excel and MS Access.

  • Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.

  • Ability to train database users effectively and answer questions clearly either via presentations or one-on-one.

  • Ability to troubleshoot system issues.

    Required Qualifications:

    Bachelor’s degree in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science from an accredited university or college and 2 years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of 6 years.

    Other Job Related Requirements for this position:

    Valid Driver’s License. Occasional overnight travel.

    Preferred Qualifications:

    1. Knowledge of and ability to proficiently use Oracle, SQL, and/or PLSQL.

    2. Knowledge of Laboratory Information Management Systems (LIMS).

    3. Knowledge of the Watershed Information Network (WIN) Database.

    4. Knowledge of biological, chemical, and physical data related to environmental water quality.
