    Job Description

    This position is responsible for performing duties to maintain, analyze, and reconcile property items purchased by the Department of Education and Chapter 1-Mirgrant Education Program in accordance with Chapter 273, Florida Statutes, the rules of the Auditor General, Chapter 10.300 – State –owned Tangible Personal Property for guidance in property control, and the FLAIR (Florida Accounting Information Resources) Property System Manual. Knowledge of double-entry general ledger accounting is essential in the analysis and recoding of DOE Property transactions and maintains detailed records for each property activity on a fund basis. Maintains records for expenditures for improvements that are made on state owned buildings. Ensures that depreciation calculations are run on all active items listed under the fixed assets that are transferred or surplus. Assists in maintaining and updating FLAIR Custodian Delegate File monitor field compliance on DOE property procedures in accordance with the rules and regulations of the State of Florida, and conducts and reconciles annual physical inventories. Conducts training of Delegated Coordinators and Custodian Delegates on policies and procedures.

    Assists in analyzing OCO vouchers, calculates per unit cost, completes property tag assignment forms and assigns tag numbers to newly acquired property, sends tags to the appropriate Division, and inputs property data into the FLAIR Property Subsidiary Subsystem. Researches and records property acquisitions, transfers, disposals (i.e. scrap, donations, trade-ins) and records transaction 16’s as appropriate. Maintains the property pending file, and ensures that all transactions are cleared on a monthly basis. Maintains a close review of property functions, in either case accounting of custodial, depending on the function and/or transaction type, the activity initiated will affect the General Ledger or property master file, or both. Assists in maintaining property records in accordance with the rules and regulations of the State of Florida and Chapter 273, Florida Statutes, the rules of the Auditor General, Chapter 10.300 – State-Owned Tangible Personal Property for guidance in property control, and the FLAIR (Florida Accounting Information Resources) Property System Manual.

    Participates in the development, implementation and maintaining of the Department barcode tracking system. Evaluates property management activities and recommends corrective action.

    Duties and Responsibilities

    The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  • conduct one physical inventory per year; reconcile differences and have the inventory certified by June 30th of each year.

  • ensure that new property valued at $5,000 or greater, and all computers received are tagged with a DOE barcode tag. Ensure that All new property received in Tallahassee is tagged within three business days of notification of receipt. If property is received outside of Tallahassee, the Property Tag Assignment Form must be sent to the custodian within three business days of the receipt of the Purchase Order or notification of property receipt.

  • Maintains the property pending file, and ensures that all transactions are cleared on a monthly basis.

  • ensure that all surplus property disposals are processed and recorded correctly in FLAIR and TraQ (Asset Management Software) within three business days of receipt.

  • ensure that Property Transfer Forms are processed and recorded correctly within two business days of receipt.

  • Travel throughout the state up to 25% of the time during inventory time.

    Required Qualifications:

    High School Diploma

    Valid Florida Driver’s License

    Ability to Travel up to 25% of the time.

    Preferred Qualifications

    Preference will be given to applicants who have previous inventory control experience or experience using Florida Accounting Information Resource (FLAIR).

    + + Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

    BACKGROUND SCREENING REQUIREMENT
