Plans and directs a consultative program to promote coordination and efficiency in the administration of the division’s financial management systems, fiscal operations and property management systems. Responsible for division compliance with state laws and polices related to budget, expenditures and procurement. Makes policy and procedure recommendations to assure division compliance and accountability. Recommends changes to streamline and improve processes. Responsible for implementing and coordinating agency allocations related to policies and procedures and administering budget/expenditure/procurement activities across the division.

This is an independent and complex consultative position assisting management in the coordination of financial matters affecting division operations, policies, goals and objectives.

Directs the monitoring of administrative functions of budget and expenditures of financial management and works directly with Division employees and Finance and Budget employees to ensure the proper handling of the financial information and reporting.

Assists Division employees with purchases to ensure compliance with purchasing rules and guidelines.

Provides assistance and recommendations to program managers in meeting state and agency planning requirements including budget preparation and projections of work-year allocations. Assists program managers in the preparation, planning and development of the budget and program output commitments.

Works with the Division’s Budget Director in the preparation and administration and monitoring of budgets and confidential personnel related information pertaining to budgetary issues for both operating and fixed capital outlay budgets.

Reviews, audits, and processes invoices relating to the division’s WEX accounts, leases and other utility accounts.

Creates and processes purchase orders through the State’s electronic procurement system MyFloridaMarketPlace/Ariba On Demand.

Prepares 287.057 F.S., bid information for submission to Finance and Budget Office that includes invitations to bid, requests for proposal, invitations to negotiate, requests for information, and request for statement of qualifications, and single source over $35K. Manages 287.057, F.S., agency term contracts for Division to include renewals and extensions.

Performs other job duties when required.
