The Agency for Health Care Administration is Florida's chief health policy and planning entity. The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives.

Under the direction of Agency Secretary Jason Weida, the Agency is focused on advancing Governor DeSantis’ vision for Florida’s health care system to be the most cost-effective, transparent, and high-quality health care system in the nation. Current Agency initiatives include implementing Florida’s groundbreaking Canadian Prescription Drug Importation Program, overhauling Florida’s healthcare technological ecosystem, and increasing insight in the cost of health care services.

Position Overview:

This position is responsible for accounting activities in the Disbursements Section of the Bureau of Financial Services. These duties require knowledge of the rules and regulations of the Department of Financial Services (DFS), Florida Accounting Information Resource (FLAIR) System and the Agency for Health Care Administration (AHCA) accounting procedures.

All disbursements shall adhere to Section 215.422, F.S. (prompt payment), Section 112.061, F.S. (travel), Chapter 69I-40, F.A.C., DFS guidance (such as memos, Reference Guide for State Expenditures, etc.) and all other financial or audit requirements.

Conduct an audit review of travel reimbursements and/or MyFloridaMarketPlace (MFMP) payments to ensure that reimbursements are completed; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards; and properly authorized.

Process inter-agency payments and/or unencumbered payments in FLAIR and assist when needed with payments processed in MFMP. All payments include an internal audit review to determine the validity of the invoices processed. Perform a review of documents to ensure proper documentation is on file, the three-date stamp is completed correctly, and the invoice is accurate and in compliance with state rules. Review account coding to ensure transactions are properly recorded and established procedures are followed.

Conduct an audit review and approval of Purchasing Card (PCard) transactions as the "Accountant" in PCard Works. Ensure transactions are completed; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards; and properly authorized.

Assist in the development of a Mentorship Program by attending internal workshops to identify issues or potential efficiencies for program implementation.

Respond to travel and voucher inquiries from vendors, program offices, the Vendor Ombudsman, and DFS in a thorough and timely manner. Perform all necessary research to resolve discrepancies and disputes.

Participate in the certified forward process by establishing payables for all prior year invoices or payments due as of

June 30th.

Perform other duties and responsibilities as required.

MINIMUM QUALIFICATIONS REQUIREMENTS

•Three (3) years or more of accounts payable experience.

•Two (2) years or more working with the Microsoft Office Suite.

Preferred Qualifications:

•High school diploma or its equivalent; and

•A Bachelor's degree in accounting or a related field and three (3) years of professional accounting experience; or any combination of non-professional or professional experience and college education of 60 semester hours or 90 quarter hours for each year, provided such education includes two courses in accounting, can substitute on a year-for-year basis for the required experience; or

•A Master's degree in accounting from an accredited college or university or possession of a Certified Public Accountant (CPA) Certificate and one (1) year of professional accounting experience.

•Two (2) years or more of processing non-revolving credit cards/Purchasing Cards through a web-based and web-accessible solution called Works or through another web-based or electronic system.

•Two (2) years or more of processing travel by using the State Travel Management System (STMS) or by using another web-based or electronic system.
