Your Specific Responsibilities:

This is highly independent and specialized work in the Payment Processing Center of the Benefit Integrity Unit. This position requires knowledge of the Reemployment Assistance Law, applicable Federal regulations, and policies and procedures of the department. This position requires the incumbent to be quality and customer focused; to assist in improving all work processes and to assist in meeting the missions and goals of the department. When necessary or requested, attend training and be willing to cross train to enhance knowledge, skills, and abilities.

Posts payments submitted by overpaid claimants to the appropriate overpayment account using secured computerized transactions. This includes examining each payment along with the overpayment history and determining to which accounts the funds should be applied. Researches and backs out applied payments and re-applies them to the correct fund or benefit year or requests refunds as directed. Balances and prepares the daily voucher to be transmitted along with the daily receipts to the Bureau of Financial Management. This includes reconciling the payments and the voucher when errors occur.

Opens, examines, date stamps and routes mail received in the Payment Processing Center’s mailbox to the intended recipient.

Answers inquiries from claimants, employers, department staff, governmental agencies and other interested parties concerning the Reemployment Assistance (RA) program, individual claims with associated overpayments and application of the Florida RA Law. The inquiries may be in the form of correspondence or telephone calls. Examines overpayments at the request of other state agencies and certifies to the status of the specified claimant’s debt to the Department of Economic Opportunity. Examines overpayment history and generates a receipt to the claimant upon request.

Reviews payments that are not identified with an overpaid claimant and determines where the payment should be applied. Contacts other agencies and entities and secures replacement funds for payments that were sent to the above agencies or entities in error by the overpaid claimant. Examines overpayment cases involving uncollectible checks and initiates and pursues collection of replacement funds. Assists in monitoring all cases turned over to the State Attorney involving worthless checks.

Examines claims and overpayment histories and changes claimant addresses using secure computerized transactions.

Assists in preparing, receiving, and transmitting journal transfers to and from other state agencies. Takes the appropriate actions in cooperation with Financial Management to generate refunds to claimants when payment received is in excess of the amount owed. Transmits lottery crossmatch tape to the Florida Lottery.

Assists in compiling and maintaining statistical information for auditing at state and federal levels. Assists in preparing daily detailed tracking reports necessary to ensure the proper audit trails are in place.

Performs other related work as required.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

  • Preference will be given to applicants with at least one year of professional experience in a reemployment assistance or workforce program.

  • Preference will be given to applicants who have experience working with financial data/statements.
