Summary About the Position: This is a developmental position re-engineered at less than the full performance level for recruitment and training purposes. The duties of the position are similar to those of the target grade GS-0201-11. This position is located with the OVERSEAS ENTITLEMENT CELLS located in Camp Henry, Daegu, S. Korea. This position is NOT authorized LQA (Living Quarters Allowance) or PCS cost. NOTICE: Please carefully read ROK entry requirements in "How to Apply" section. Responsibilities Gathers information related to specific problems by interviewing with the CPACS, CID, local landlords, and utility companies. Reviews entitlement/LQA packages received for completeness and accuracy. Receives, reviews, coordinates and replies to Command, and Inspector General inquiries of a special nature. Provides 1st level LQA determination review for non-complex cases such as US Hires and Local Hires. Documents determinations and forwards to a senior specialist for final review on LQA. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-07 grade level applicants must possess one year of specialized experience equivalent to the GS-5 level in the Federal service which includes: Processing a variety of related civilian personnel duties using office automation system such as DCPDS and AUTONOA; and applying pertinent regulations, guidelines, policies, and procedures. OR One full year of graduate level education in a field related to the position such as Human Resources, Industrial and Organizational Psychology, Business Administration, or similar degree program OR have a superior academic achievement. To qualify at the GS-09 grade level applicants must possess one year of specialized experience equivalent to the GS-7 level in the Federal service which includes: Assisting with providing advisory service-related overseas entitlement program; reviewing entitlement database; assisting with gathering data for special reports and/or projects. OR A Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a subject area related to the position such as Business Administration, Human Resources, or Industrial/Organizational Psychology or similar degree program. To qualify at the GS-11 grade level applicants must possess one year of specialized experience equivalent to the GS-9 level in the Federal service which includes: Processing Overseas Entitlement program such as LQA, PA and TQSA ; responding to inquiries and researching/interpreting regulations or guidance on Overseas Entitlement program. OR A Ph.D. degree or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field related to the position such as Human Resources, Industrial and Organizational Psychology, Business Administration, or similar degree program. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Personnel and Human Resources Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Time in Grade Restriction for GS-07: Must have 52 weeks of Federal service at the GS-05 level (or equivalent). Time in Grade Restriction for GS-09: Must have 52 weeks of Federal service at the GS-07 level (or equivalent). Time in Grade Restriction for GS-11: Must have 52 weeks of Federal service at the GS-09 level (or equivalent). When this position is filled at the GS-07 or GS-09 grade level, the candidate selected for this position will be non-competitively promoted to the target grade of GS-11 upon completion of the following requirements: (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by supervisor; and (c) completion of all OPM qualifications, including time in grade and all conditions of employment. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
