Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are: Open Competitive: Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below. Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are: Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation). Duties Description When assigned to Construction, typical duties will include, but are not limited to: The incumbent in this position will work under the direction of a Professional Engineer 2 (Civil/Transportation) or the Regional Construction Engineer (RCE) and will perform professional engineering duties related to all types of highway, structural, materials or geotechnical engineering inspection, administration or analysis. Specific assignments for this position may be made as an Engineer in Charge of a construction project, as an Area Construction Supervisor, as the Regional Technical Services Manager or the Assistant to the RCE. Reassignments within the Construction Group to address immediate needs can be expected. When assigned to Design, typical duties will include, but are not limited to: The incumbent in this position will work under the direction of a Professional Engineer 2 (Civil/Transportation) and will perform professional engineering duties related to all types of highway or structural engineering design, structural inspection, or structural analysis, including those of high degree of complexity. Specific assignment for this position may be made to the Highway Design, Structures Design, or Bridge Safety Assurance Units. Reassignments within the Design Group to address immediate delivery, safety assurance, or inspection needs can be expected.When assigned to Traffic Safety & Mobility, typical duties will include, but are not limited to: The incumbent in this position will work under the direction of a Professional Engineer 2 (Civil/Transportation) or the Regional Traffic Engineer (RTE) and will perform professional engineering duties, including those of high degree of complexity, related to all types of: traffic engineering and mobility; safety program management; transportation systems management and operations. Specific assignment for this position may be made to the Safety Evaluation, Commercial Development/Permits, or Traffic Engineering/Design Review Units. Reassignments within the Traffic Group to address immediate engineering or operational needs can be expected. When assigned to Transportation Maintenance, typical duties will include, but are not limited to: The incumbent in this position will work under the direction of the Regional Director of Operations (RDO) and will perform professional engineering duties related to the operation and maintenance of the State transportation system. Specific assignment for this position may be as the Region 3 Accident Damage Recovery and Claims Manager. Reassignments within Transportation Maintenance to address operational needs can be expected. When assigned to Planning and Program Management, typical duties will include, but are not limited to: The incumbent in this position will work under the direction of a Professional Engineer 2 (Civil/Transportation) or an Associate Transportation Analyst and will perform professional engineering duties related to all types of project management and development to ensure compliance with State and Federal regulations. Reassignments within the Planning and Program Management Group to address immediate engineering or operational needs can be expected. Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
