Asphalt Plant Manager

Position Summary:

Reporting to the General Manager- Construction, the Asphalt Plant Manager is responsible for overseeing all aspects of the asphalt plant operations in all regions of BC and Yukon. Working with the Regional Construction Managers, this includes production, maintenance, quality control, and safety for Terus Construction, a division of Colas Western Canada Inc. The role requires strong leadership and communication skills, extensive and in-depth knowledge of asphalt production processes, and the ability to efficiently oversee plant operations and resources across a large geographical area.

Role Purpose:

Based out of any location of Terus Construction, the Asphalt Plant Manager provides leadership and direction on all 18 of Terus’ asphalt plants throughout BC and Yukon, with an annual revenue of +/-$60 million. This includes all asphalt operations, quality control, logistics, business development, customer relations management, vendor & supply chain management, compliance, environment, and safety.

• Develop long term vision, business plan & strategies, for all asphalt plants in alignment with the General Manager Construction and Regional Construction Managers, long and medium-term vision of the construction activity, Terus and Colas’ vision & business objectives.

• P&L Ownership: Lead & be accountable for the asphalt manufacturing business activities with a keen focus on the top and bottom line and be responsible for overall company business results.

• Leadership: Along with the Regional Construction Managers, build and develop high performing team(s) and work closely with other activity team(s) for driving & executing business objectives.

• Business Development: In collaboration with the Regional Construction Managers, be responsible for business development of the asphalt activity in line with overall Terus Construction objectives.

• Risk Management: Identify and mitigate potential risks in the asphalt manufacturing business. This includes health & safety, financial, contractual, technical, operational, quality, environmental, and regulatory risks.

• Operational Management: Support the regions by fostering efficient & profitable operations while reducing cost and wastage and optimizing efficiency.

• Stakeholder Management: Manage relationship with key stakeholders including clients, communities, regulators, & Colas organization as whole.

Key Business Responsibilities:

Health, Safety & Environment

o Accountable for leading indicator safety metrics and overall activity safety performance.

o Provide guidance, direction, and management control for accomplishing HSE goals and objectives in the activity.

o Ensure a safe work environment by holding team members accountable to Terus-CWCI health, safety, and environment policies.

o Work with the Terus Executive Management team to ensure that HSE efforts are directed and effective in achieving desired outcomes.

o Responsible for compliance with legal & industry requirements and permits in coordination with HSE Manager and Regional Construction Managers.

Business Development, and Stakeholder Management

• Assess market trends, identify growth opportunities, and recommend activity directions based on business goals.

• Develop and maintain relationships with the customers, clients, and other stakeholders.

• Develop pricing strategies, negotiate contracts, and manage sales targets.

• Engage with key clients, understanding their needs and translating them into actionable plans.

• Leverage relations with clients to further the business agenda of Terus.

• Act as liaise between asphalt manufacturing team and internal stakeholders (Top Management, other activity teams)

Plant Operations Management

• Oversee plant operations, including supply chain, manufacturing, logistics, and quality control.

• Accountable for operational reporting metrics and implementing best in class operational processes, tools, and technology to maximize overall performance of the asphalt manufacturing activity.

• Supporting the Regional Construction Managers, assist the oversight of the operations of all asphalt plants, ensuring production schedules are met.

• Monitor plant performance and implement improvements to optimize production efficiency and product quality.

• In coordination with the Regional Construction Managers, plan and manage resources (labor, materials, and parts & equipment etc.) to support local regional teams’ business activity objectives.

Key Business Responsibilities:

Financial & Risk Management

• Monitor financial performance and implement measures to achieve business objectives.

• Assist with identifying areas and opportunities for business growth and improvement.

• Identify, evaluate, and mitigate risk to reduce the likelihood and magnitude of an adverse impact on the business.

• Review and approve regular performance status reports on costs, forecasts, revenue, and margins to identify issues and opportunities to minimize costs.

• Accountable for inventories for the asphalt manufacturing business in line with Terus guidelines.

Team Leadership

• Uphold and foster Colas & Terus values of Caring, Sharing and Daring .

• Lead and manage team of direct and indirect reports and provide them strategic and operational guidance.

The Asphalt Plant Manger will be responsible in leading specific initiatives in conjunction with the local regions:

• Succession planning – identify successors for key roles and create a defined pipeline to fill gaps based on organizational needs.

• Communicates goals, objectives, and corrective actions.

• Provide training and support to help team members grow.

• Regularly assess and address skill gaps to enhance overall team capabilities.

Experience and Knowledge Required for the Role:

• Bachelor’s degree in Civil Engineering, Construction Management, or a related field, or equivalent experience.

• Minimum of 5 years of experience in asphalt plant management or a similar role within the construction industry with P&L responsibilities.

• Extensive knowledge of asphalt production processes, equipment, and quality control standards.

• Strong leadership, organizational, and problem-solving skills.

• Excellent communication and interpersonal skills.

• A strong work ethic and team focused approach which is “hands on”.

• Computer proficiency – Microsoft Office- Work, Excel, PowerPoint, Outlook.

• Ability to travel up to 60% of time.

• Valid License and clean drivers abstract.

Compensation:

The anticipated salary range for this position is $130,000.00–$160,000.00 CAD per year. The final compensation package will be determined based on factors including the candidate's job-related knowledge, skills, and experience.
