Position Description:

Serve as a key member of the Contracts and Procurement team in direct support of company goals and objectives through management of all elements of the contracting function. Responsible for proposal development, negotiation, and administration of contracts through completion. Assure process and procedure compliance with company, federal, and legal requirements. Primary job duties require exercising discretion and independent judgment with respect to matters of significance to the business.

This position offers a fully remote schedule, or an onsite schedule, or a hybrid schedule (in-office & remote/work from home) and flexible hours. Hybrid and on-site candidates will need to reside near Charleston, SC to ensure work site flexibility.

The grade, title and salary for this position will be determined once an assessment is completed on the selected candidate's education, experience, and skills (level assigned will be as either a Contracts Manager II/Sr. Contracts Manager).

Essential Functions

Oversee a team who provides cradle to grave contractual administration of various types of contracts for multiple programs, i.e. level of effort cost reimbursement type contracts (CPFF, CPAF, etc.); time and materials (T&M); indefinite delivery indefinite quantity (IDIQ); firm fixed price (FFP); and Joint Funding Agreements (JFA) negotiated under Other Transactions.

Serve as primary interface with Government Contracting Office. Provide customer service and offer sound solutions to Government challenges based on customer needs, preferences, and strong understanding of various contract and subcontract complexities.

Lead preparation of prime cost proposals. Facilitate pre-award and post-award activities.

Ensure accurate and timely execution of subcontractor pre-award timelines, negotiations, cost analysis, execution, and closeout.

Work closely with customers, program team, and subcontractors regarding funding and budgetary issues for each program.

Additional Responsibilities

Performs other duties as assigned.

Qualifications

Bachelor’s Degree and minimum of six years experience in Government contracting required. Additionally, must have worked in either Department of Health and Human Services or within the Biomedical Industry for at least 6 years. Applicants who do not meet these requirements will not be considered.

Extensive knowledge of the Federal Acquisition Regulations and Supplements, as well as other federal government regulations and policies.

Effective management and negotiation skills.

Ability to handle multiple, complex projects, often with competing priorities.

Ability to evaluate risks and discern legal implications associated with contractual terms and conditions, and the ability to communicate those to upper management.

Proven ability to work efficiently and effectively under pressure, and organize and prioritize tasks according to shifting demands on time and resources.

Exceptional computer skills, with an emphasis on the Microsoft Office Suite.

Demonstrated ability to communicate clearly and concisely, verbally and in writing, with co-workers and team members.

Experience working as a team member engaged in tasks requiring teamwork and performance to schedules.

Ability to travel at company discretion.
