U.S. Census Bureau Program Analyst in Suitland, Maryland

Summary This vacancy is for a Program Analyst position in the Associate Director for Demographic Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Program Analyst, 0343-14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities Manage, plan, and coordinate the Directorate’s hiring activities, processes, and procedures across five divisions for mission critical positions. Manage and enhance the Directorate’s professional training and development program in support of its expanding capabilities. Research, develop, and implement procedures and processes to improve the operational efficiencies and effectiveness of the Directorate’s human capital management program. Supervise staff and serve as project lead or team member on special projects and/or enterprise-wide initiatives in support of division(s) or the Directorate. Requirements Conditions of Employment Qualifications Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Coordinating directorate-wide hiring, recruitment, and onboarding for mission critical positions; Planning and scheduling courses for the professional training and development program; Recommending program processes and operations to improve program workflow; Maintaining and recommending enhancements to a web-based collaborative platform, such as MS SharePoint, to foster shared communication and coordination across the Directorate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Education cannot be substituted for Experience at this grade level. Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
