POSITION SUMMARY
With limited supervision, this advanced level position is responsible for the coordination of the Refinerys inspection activities with primary focus on pressure equipment and piping.
Accountabilities include: communicating with State agencies for the coordination of boiler inspections, reviewing and developing department inspection procedures and practices, scheduling contract inspection resources as required, supervising the daily activities of unit inspectors, reviewing inspection reports and approving repair recommendations, tracking individual inspectors certification renewals, tracking the progress of temporary/permanent repairs, issuing overdue inspection reports, and participating in construction QA/QC activities as required.
EDUCATION REQUIREMENTS
- High school diploma or GED equivalent required
- Bachelor of Science Mechanical Engineering or equivalent technical training required
- Must be current in API 510, 570, would prefer API 653
EXPERIENCE REQUIREMENTS
- 15+ years relevant and recent industrial/refinery experience required
- 10+ years in mechanical inspection required
- Thorough understanding and working knowledge of refinery maintenance procedures, including safety procedures involving repair and maintenance of equipment, required
- Working knowledge of AutoCAD software, API Standards and ASME, ANSI Codes, OK Dept. of Labor/OK Boiler and Pressure Vessel Act, PCMS Asset Management Programs required
- Must be able to operate NDT equipment, UT, PT, MT, and VT and interpret Radiographic Film
- Must be able to perform Inspections on Piping, Pressure Vessels, and Tanks
- Must be able to work in a plant environment involving climbing, confined spaces, etc.
- Ability to read and interpret mechanical blueprints
- Ability to adjust schedule to meet business demands and address unexpected issues
- History of supervising other Inspectors and directing contract inspection activities
- Fluent in English, oral and written required
MAJOR ACCOUNTABILITIES
- Coordinate the daily activities of Company and contract inspectors
- Review inspection reports and approve repair recommendations of pressure equipment and piping
- Monitor all in plant projects to ensure that all contractors and employees are performing all job duties correctly to ensure that all work is progressing correctly and that completion date schedules will be met
- Document and file data as required by governmental regulations and as requested, provide documentation on equipment history, Ultrasonic baseline readings and material identification on equipment and piping, etc.
- Develop QA/QC procedures (e.g., valve repair, welding procedure specifications). Ensure testing of all welders and monitor performance. Maintain current and ongoing records of welders. Ensure all welds will meet or exceed code requirements
- Prepare contracts with NDE/NDT and mechanical inspection companies and manage to project completion
- Lead and direct the department Inspectors, establish Inspectors yearly goals, and perform performance appraisals
- Assess all vendor fabrication shops and perform follow-up reviews with vendors to ensure successful completion of projects. Document any resulting events that may increase project/contract costs
- Review and interpret all Radiography of welds as required by code
- As needed, prepare Oral presentations and written reports
- Regularly communicate with Supervisor of progress, roadblocks, and concerns.
- Exposure to work near potentially volatile and combustible materials and chemicals
EXPECTED RESULTS
- Determine serviceability of equipment as to safe, continued operation for process reliability and to inspect repairs
- Expedite the planning of repairs and replacement of the refinery piping and equipment to minimize unpredictable failures
- Assure plant reliability, avert equipment and piping failures, and alleviate unplanned downtime
- Prevent weld failure due to material incompatibility and to ensure the proper material is used in a given service.
