United States Fleet Forces Command PROGRAM ANALYST in Suffolk, Virginia
Summary You will serve as a PROGRAM ANALYST in the INFORMATION WARFARE (IW) PROGRAMS AND REQUIREMENTS DIRECTORATE, PROGRAM DIVISION (N81) of NAVAL INFORMATION FORCES. Responsibilities You will serve as a Program Analyst participating and supporting analysis of program elements and capability/capability gaps and shortfalls of C5I programs and requirements. You will be responsible for coordinating, collaborating, and supporting with the Type Commander Program Objective Memorandum (TYCOM POM) Coordinator in planning and programming support. You will be responsible for participating in and supporting the command’s Planning, Programming, Budgeting and Execution/Program Memorandum Objective/Program Requirements Review processes to include developing adequate justification for requirements. You will analyze data and provide recommendations to assure compliance with regulatory and legal limitations and restrictions within major resource programs. You will study techniques used range from basic data compilation and analysis to the development of analytical models, research techniques, evaluate the data, and recommend appropriated courses of action. You will participate and support the TYCOM POM Coordinator in the collection, analysis, and processing of POM, PRR, PPBE, and Process Improvement efforts and processes. You will review Program Budget Decisions (PBDs) and Resource Management Decisions (RMDs) during OSD/OMB Budget Review and coordinate the review of relevant PBDs/RMDs with the command’s staff. You will build and maintain data files and statistics associated with funding. Requirements Conditions of Employment Qualifications For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience includes comprehensive knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution process (PPBE), and Department of Navy policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, Financial Plans, budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM initiatives, offsets and disconnects, reclamas, and issue papers. Experience and knowledge of project management concepts as they relate to identifying and prioritizing IT requirements for inclusion into the PPBE and POM initiatives. Experience and knowledge of C5i program and requirements supporting and affecting IW Enterprise and TYCOM priorities. Experience working on and knowledge of Department of Navy and command program goals and objectives, the sequence and timing of key programming events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning, programming, and execution. Experience effectively communicating both orally and in writing to produce final products for use by the directorate and Commander in presenting strategy, policy, planning, and operational issues. For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
