Organization of the Joint Chiefs of Staff PROGRAM ANALYST (FIRE SUPPORT SYSTEMS ANALYSIS) in Suffolk, Virginia

Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as a Program Analyst in the Joint Fires Division for the JCS Staff; Command, Control, Communications and Cyber Directorate (J-6); Joint Fires Division, Joint Close Air Support Branch with responsibilities associated with Digitally-Aided Close Air Support Technical Analysis & Joint Fire Support Joint Mission Thread functions and related activities associated with Branch and Division functions. Responsibilities As a PROGRAM ANALYST (FIRE SUPPORT SYSTEMS ANALYSIS) at the GS-0343-13 some of your typical work assignments may include: Performs analysis, research, and other projects directly supporting the Branch and Division Chief. Guides and assesses the Digitally-aided Close Air Support, and Digitally-aided Fire Support projects to influence requirements, procurement and resourcing investment decisions relative to the Joint Fires Division (JFD), mission areas of Joint Fires, Joint Close Air Support, Friendly Force Tracking, and Combat Identification. Works closely with counterparts representing the Military Services, Combatant Commands (CCMDs), Agencies, the Joint Staff, Coalition Partner Nations and Office of the Secretary of Defense (OSD). Provides support across the United States including exercises, coordination, meetings and operations to include extensive work with U.S. allies, NATO, and Allied Command Transformation. Utilizes Tactical Data Link requirements, development and operation; and demonstrated leadership traits to orchestrate successful resolution of issues by teams composed of U.S. and Partner Nation warfighters, trainers, and technical experts. Plans and organizes the study, estimates costs, coordinating with staff and line management and appropriate personnel, conducting all phases of the project, etc. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Plans, operates and assesses Joint Tactical Data Link (TDL) operations to include at least Link 16, but preferably also Variable Messaging Format (VMF), and XML (Cursor-on-Target) standards. Application of electromagnetic protective measures in a radio frequency (RF) environment. Experience with military Command and Control (C2) in Joint and Multi-national environments to include doctrine, tactics, techniques and procedures, Joint Fire Support and situational systems. Manages data collection, analysis, and compliance assessment of program office systems to support DOD interoperability certification process. Communicates within a senior-level, Joint and multi-national environment to include military headquarters staffing process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
