JOB SUMMARY

The University of Connecticut Office of the Vice President for Research (UConn OVPR) is recruiting for a compliance professional to coordinate activities in support of the UConn Research Security Services (RSS) export control unit, which provides regulatory and compliance support for a variety of University stakeholders, inclusive of University leadership, faculty, staff, and students. Under the direction of the Export Control Officer, the Export Control and Research Security Analyst will facilitate the management of regulatory requirements for research projects that involve export controls, international trade transactions and compliance analysis, research projects, research security, physical security, data security requirements, and/or foreign engagement for the University.

DUTIES AND RESPONSIBILITIES

  • Provide programmatic support for export control compliance transformation initiatives (e.g., planning, organization, and scheduling).
  • Monitor, assign, triage, and track requests as well as organize and maintain records, including sensitive documents such as personally identifiable information or otherwise controlled by federal sponsors.
  • Under the direction of the Export Control Officer, serve as a resource to support and assist University personnel on export and security compliance matters.
  • Assist with establishing ongoing monitoring processes for export control projects and help with various pieces of compliance monitoring and audit activity for the export control unit, such as Technology Control Plan (TCP) review, travel and expense review on controlled projects, review of access and visitor requests, and restricted party screening activities.
  • Help develop informational materials and organize and deliver workshops or training activities for departments and divisions.
  • Support audits and investigations, including the development and implementation of corrective action plans, related to export control compliance.
  • Assist Facility Security Officer (FSO) with ongoing compliance programs, including daily execution of compliance across personnel and physical security programs.
  • Support implementation of an Operations Security (OPSEC) program in alignment with federal regulations incorporating the development of policies and procedures, governance, and other best practices.
  • Draft regular OPSEC risk assessment reports to management including recommendations for risk mitigation.
  • Effectively manage individual workload as assigned by Export Control Officer.
  • Assist with other University projects as assigned.
  • This position does not serve as a legal representative for the University.

The ideal candidate for this position will have a solid background in research administration and compliance related to international trade compliance, export control, facilities and personnel security, risk management or related areas; strong organizational skills, including project management experience; excellent verbal and written communication skills and excellent interpersonal skills, with superior ability to exercise good judgment, confidentiality, and discretion.The Export Control and Research Security Analyst will have a customer-service orientation, working well independently and as well as a collaborative member of a team.

MINIMUM QUALIFICATIONS

  1. Bachelors degree.
  2. At least three years of experience working in research administration, export control, or personnel/physical security.
  3. Knowledge in applied science, engineering, or technology.
  4. Knowledge and understanding of federal contract terms and conditions.
  5. Strong organizational skills, including project management experience.
  6. Proficient and experienced in using electronic systems, databases, Microsoft Office, PowerPoint, and workflow management systems.
  7. E cellent verbal, written, and interpersonal communication skills.
  8. Demonstrated ability to successfully interface with relevant stakeholders and staff at all levels.
  9. Experience working with and maintaining sensitive information.
  10. Experience leading or participating in risk assessments.
  11. U.S. Citizenship is required to perform position responsibilities.
  12. Must hold an active Secret security clearance or willingness to apply and successfully attain one upon starting employment.
  13. Completed or be able to successfully attain CDSE FSO Program Management for Possessing Facilities certification within the first 6 months of employment.

PREFERRED QUALIFICATIONS

  1. Graduate degree.
  2. Compliance certifications are highly desirable (e.g. ECoP EAR and ITAR, CGSS, SPeD, ISP, CPP, PSP, PSC).
  3. Knowledge in the area of international trade regulation/compliance/export control or related area (e.g. OFAC, ITAR, and EAR regulations).
  4. Knowledge of NISPOM and the DFARs.
  5. Experience managing CUI data in accordance with the DFARs 7012 and NIST 800-171.
  6. Experience working with federal agencies and sponsors to mitigate compliance issues.
  7. Experience in higher education.
  8. Experience with sanctions and restricted party screening systems.
  9. Advanced level of competency of the NISPOM (32 CFR, Part 117) and other related government regulations applicable to U.S. Government collateral programs.
  10. Experience with various government information systems of record (e.g. JPAS, DISS, NISS, NBIS).
  11. Working experience managing Counterintelligence Threats and Methods; Insider Threat Program Management; Physical Security Requirements/Threats; and OPSEC.
  12. Holding an active Secret security clearance.
  13. Completed CDSE FSO Program Management for Possessing Facilities certification.
