Summary The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: http://www.boem.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Environmental Programs, Division of Environmental Sciences, Branch of Chemical & Physical Sciences, duty stationed in Sterling, VA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1.) Prepare pre-award, post-award, and close-out documents involving contracts to include assisting in the planning of contractual aspects of the acquisition. 2.) Review procurement requirement packages, including Statements of Work (SOW), Market Research, Government Cost Estimate, and Technical Proposal Evaluation Panel from the program offices for completeness. 3.) Assist with conducting market research by identifying the capabilities of small businesses and new entrants into Federal contracting that are available in the marketplace for meeting the requirements of the agency. 4.) Develop, maintain, and advise on the Standard Operating Procedures and best practices for the preparation of the SOW and Statement of Objectives for the Environmental Studies Program (ESP) acquisition packages that includes the Inter/Intra-agency Agreements, Cooperative Agreements, and various types of contracts. 5.) Develop and maintain the sufficient situational awareness for all new and ongoing ESP studies in order to anticipate and act on existing and upcoming procurement deadlines, change requests, and deliverable timelines. This is accomplished by maintaining a line of communication with each of the study manager to track the progress and communicate to them the programmatic timelines and deadlines. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Note: A recruitment/relocation incentive may be authorized at the discretion of BOEM Management. Salary Range Information (Per Annum): GS-13: $117,962 - $153,354 *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. See http://www.sss.gov/. Qualifications Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.) Applying Federal Acquisition Regulation (FAR) rules regarding Government procurement in the United States; AND 2.) Applying General Services Administration (GSA) regulations also known as the Federal Supply Schedule, and Multiple Award Schedule (MAS); AND 3.) Entering procurement data in agencies or companies' procurement management or business systems; AND 4.) Effectively gathering facts and analyzing data, problems, and issues. Must meet all.
