The Idaho Transportation Department seeks an enthusiastic and motivated program manager to oversee all transportation-related workforce development aspects. This position, which will report directly to the Chief Innovation Experience Officer, is vital to our employee experience and offers opportunities for professional growth.

The Workforce Development Manager provides overall strategy and direction for effectively implementing training and workforce development initiatives. This includes but is not limited to, supervising a training team and working with various subject matter experts to design the most effective and efficient training programs.

Note: This position may work from any of our ITD locations in Idaho. It is anticipated this position may travel up to 50%. Also, a criminal background check will be required.

EXAMPLE OF DUTIES:

  • Plan, develop, and direct state and federal workforce development programs, including, but not limited to, technical transportation-related, highway construction, equipment certification, and CDL training.

  • Review and assess current employee development programs and ensure agency goals and objectives are aligned.

  • Assess district-wide developmental needs and identify suitable training solutions.

  • Lead a dedicated statewide team of training professionals. Conduct training as appropriate.

  • Provide program oversight to train and certify highway construction inspectors and material testers.

  • Partner with key stakeholders to ensure workforce development solutions are relevant to drive critical business outcomes.

  • Coordinate, negotiate, and manage workforce development program needs, grants, contracts, and agreements to meet program goals.

  • Research, develop, and implement workforce development programs that meet established goals and support ITD’s mission and desired outcomes.

  • As the Workforce Development Program Manager, you will be crucial in ensuring that all training programs adhere to department policies and standards, maintaining the highest quality and compliance.

  • Serve as a subject matter expert on all aspects of workforce development.

  • Stay abreast of industry trends and the latest research and maintain expertise in workforce development.

  • Monitor, manage, and plan a budget.

  • Serve on transportation committees

  • Plan and implement special projects.

Minimum Qualifications: Some knowledge of management practices.

Experience: technical proficiency, problem-solving, communication, and program area training.

Desired Qualifications:

  • Some knowledge of budget practices

  • Experience managing a major program and supervising staff.

  • Demonstrated experience in leading workforce development efforts that result in the development and implementation of strategies that improve organizational performance and business outcomes.

  • Exceptional stakeholder management skills, adept at engaging and building strong relationships with employees, management, and stakeholders.

  • Bachelor’s degree or equivalent work experience in Business Administration, Public Administration, Management, Organizational Development, or related field.

  • Experience working in transportation, construction, or materials testing preferred.
