Do you want to improve health outcomes and ensure all Medicaid members have access to quality care?The Bureau of Population Health in the Division of Medicaid is seeking aResearch Analyst Principalto oversee data analytics that strategically drive population health and quality initiatives. We are seeking individuals with working, demonstrated knowledge of research methods and statistical programming (e.g., R, SPSS, SAS); data-driven decision making; critical thinking skills; communication and interpersonal skills; and the ability to exercise good judgment in all contexts. This is astatewideposition and will report the the nearest DHW location.
The ideal candidate will have demonstrated experience both qualitative and quantitative research methods, program and utilization-focused evaluation, data analytics and visualization, oral presentations, and drafting and disseminating written reports.This position will report to the Division’s Population Health Manager and will work closely with colleagues throughout the Division, as well as with external stakeholders.
The Division of Medicaid provides healthcare coverage and services to promote the social, economic, behavioral, and physical health for over 300,000 Idahoans. Idaho Medicaid promotes an outcome-based, efficient health and human services delivery system.

EXAMPLE OF DUTIES:
Actively contributes to the advancement of the Division’s Population Health Strategy through data analysis and support; quality measure inventorying, reporting, and systems integration; and the application of quality assurance to ensure data integrity and security.
Support the CMS Managed Care Quality Strategy and annual CMS Core Set reporting, including the development and system integration of a quality measure data warehouse and dashboard.
Establish methods and procedures to assure quality of data collected, including data collection models, sampling techniques and control mechanisms.
Identify, compile, validate and/or clean data from various sources.
Analyze data using appropriate statistical tools and interprets trends and results resulting in actionable conclusions.
Utilize data visualization tools that distill complex information in clear, visually appealing formats.
Participate in the preparation and dissemination of results, progress reports, outcome and quality measures, and any additional data to federal partners and/or other stakeholders through written, narrative, graphic, tabular forms and/or through oral presentations.
Integrate performance measures and their use into business processes.
Track and monitor operational results from measurements.
Collaborate with information technology staff, program staff and outside contractors to evaluate, plan, and execute enhancements to existing systems.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. Experience that demonstrates considerable knowledge of modeling and trend analysis and simulation techniques. Typically gained by completion of at least two semesters of college level statistics in modeling, trend analysis and simulation techniques, AND at least two years of relevant practical experience and training in those areas OR at least three years of relevant practical experience and training in those areas OR Experience or a combination of coursework and experience that represents the knowledge level above.
Experience planning, developing, and implementing complex research and statistical projects and presenting the results. Typically gained by at least one year of work experience planning, developing, and implementing complex research and statistical projects, and presenting the results. Experience should include independently identifying or defining the scope of the project; analyzing the problem requiring research and statistical analysis; developing the research project; and implementing and presenting the research results.
Experience using and interpreting output of a statistical analysis software package. Typically gained by at least one year of experience using and interpreting statistical output from a statistical analysis software package (e.g. SAS, SPSS, STATA, Number Cruncher, Excel, Minitab, etc.).
SPECIALTY MINIMUM QUALIFICATIONS:
Knowledge of strategic planning concepts and practices.Typically gained by at least one year of work experience planning, developing, and implementing complex research and statistical projects, and presenting the results.
Experience that demonstrates considerable knowledge of multivariate parametric and non-parametric statistical analysis, modeling, trend analysis and simulation techniques.Typically gained by at least two semesters of college level statistics in modeling, trend analysis and simulation techniques, AND has at least two years of relevant practical experience and training in those areas.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
Good knowledge of public health principles and practices.Typically gained by upper division coursework or at least two years of experience in an agency advancing public health initiatives.
Good knowledge of health and human services programs.Typically gained by at least two years of professional experience developing, evaluating, supporting, and/or administering health and human service programs.
Good knowledge of clinical quality measures (e.g., HEDIS, NCQA).Typically gained by at least two years of professional experience tracking, monitoring, and/or analyzing clinical quality measures.
A Master's Degree in Public Health, Business, Health Economics, Epidemiology, Biostatistics, or a related field is preferred.
