Description of Job

The financial reporting specialist position will be part of the Financial Reporting & Analysis unit, and has responsibility for coordinating the statewide implementation of new accounting standards issued by the Governmental Accounting Standards Board. This position monitors and responds to the release of Preliminary Views, Exposure Drafts, and Standards documents, and reviews, interprets, distributes these documents to departmental accounting and budget staff, and coordinates the implementation of accounting standards for all state departments and institutions of higher education.

This position works with departmental accounting staff, OSPB, Legislative Council, other OSC units (CORE Operations, Financial Services, Central Payroll, etc.), and other teams within the Financial Reporting & Analysis Unit to plan and execute the implementation of accounting standards, including managing communication, training, developing policy, updating fiscal procedures and fiscal rules, chart of accounts, financial statements and disclosures, and working with the Office of the State Auditor to ensure compliance with new standards. Duties include researching rules, regulations and accounting principles and consulting with state agency accounting and fiscal staff, program staff and management to identify accounting system design and/or modification needs.

Position also analyzes legislative and administrative procedures and requirements and accounting system operations and methods to identify accounting system design and/or modification needs. Position develops new accounting procedures and schedules for statewide or agency-wide implementation.

This position provides specialized training on GASB standards to accounting staff in state agencies. This position also works within the Financial Reporting & Analysis Unit during year-end to assist with the preparation of publication of the Basic Financial Statements and Annual Comprehensive Financial Report, Schedule of Expenditures of Federal Awards, and federal reporting package by obtaining and reviewing financial documentation received from departments and institutions of higher education, and assisting with managing deadlines outlined in the annual open/close calendar.

A summary of the duties and responsibilities will include, but are not limited to, the following:

Implementation of GASB Pronouncements- read and interpret guidance and documentation issued by the GASB to determine the statewide impact; plan, direct, and manage the implementation of GASB guidance to ensure the State fully implements the guidance consistently across state departments and institutions of higher education. This includes coordinating, formulating, and leading workgroups, managing communications with departmental accountants, outside stakeholders, and auditors, participating in NASACT group calls/meetings, providing comments on behalf of the State to NASACT for response to the GASB, and updating existing policies and procedures to reflect the requirements of new accounting standards. Provides assistance to the Director to resolve technical inquiries from departments, work with institutions of higher education (FAC) and agencies publishing separately-issued financial statements, provide training, and conduct research/data gathering as necessary to ensure smooth implementation of new standards. Works with other managers within the unit to ensure the financial statements, notes, CORE reports, and other reports (as applicable) are updated to reflect new/additional requirements.

Year-end Reporting- provide assistance to the Director and other managers in the Unit to ensure the Basic Financial Statements and Annual Comprehensive Financial Report are prepared and published on time and in accordance with accounting standards. This includes assisting with communicating upcoming deadlines, collecting and reviewing Exhibits J's and/or other financial reporting documentation submitted by departments and institutions of higher education, and reviewing assigned sections of the BFS/ACFR before they are submitted to the governor, general assembly, and the office of the state auditor.

Special Projects -provide assistance to the Director and other managers within the unit on special projects involving data collection, Chart of Account descriptions, major funds analysis & fund review/FCAT realignment, note preparation procedures, and documentation of decisions/determinations.

MINIMUM QUALIFICATIONS:

Experience Only:

At least eight (8) years of relevant experience in an occupation related to planning and executing the implementation of accounting standards, advising on highly complex and technical accounting and financial issues, and other work assigned to this position

OR

Education and Experience:

A combination of related education (coursework requires 24 semester hours completed in accounting or auditing) and/or relevant experience in planning and executing the implementation of accounting standards, advising on highly complex and technical accounting and financial issues, and other work assigned to equal to at least eight (8) years

Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Current, valid licensure as a Certified Public Accountant, Certified Internal Auditor, or Certified Government Financial Manager

  • Previous State Service related to the work assigned to the position
