*The ACOM Division of Services for the Blind (DSB) Program Administrator position is a statewide position that can operate from any of the Division of Services for the Blind General Field Services locations across the State of Arkansas. Additionally, the position requires travel across the state.

Summary
The Arkansas Department of Commerce (ACOM), Division of Services for the Blind (DSB) Program Administrator will function as the Field Services Administrator. The Field Services Administrator is responsible for overseeing, monitoring, and evaluating service and grant programs. Occasional overnight travel in-state and / or out of state is required for training or other assignments. May be required to work nights and weekends in support of board meetings and other agency initiatives.
Functions
Maintains expert knowledge of federal and state laws, regulations, policies, and directives as they pertain to state government rehabilitation agencies. Plans and oversees annual public forums and participates in consumer and other meetings to solicit input on yearly redesign of service delivery. Researches medical, geographic, and other census data to make recommendations on alignment of staff expertise and office locations with consumer population needs. Develops state plan and related agreements documenting service delivery design. Plans statewide direct and purchased service delivery for vocational rehabilitation, older blind, independent living, and supported employment programs. Develops, promulgates, and distributes field policies, procedures and directives and ensures staff are trained on same by lower-level managers. Assesses field staff skills and credentials, sets performance goals, and develops yearly plan for advancement toward identified production standard. Plans and designs field data collection methods in compliance with applicable regulations. Participates in quarterly board meetings and other board and consumer functions to obtain information valuable to planning direct service delivery. Ensures familiarity with job knowledge requirements and operational procedures of all employees managed; produces reports, correspondence and other work products demonstrating an understanding of the objective and reflecting superior quality and ensures quality customer service to those served by the work unit. Monitors quality of direct and purchased service delivery through lower-level managers. Travels to each field office annually for local staff conference to provide individual staff an opportunity to for dialog with section administrator. Develops, promulgates, distributes, and maintains program manuals and staff directives utilizing appropriate field staff. Sets detail and frequency of periodic reports from lower-level managers and briefs Director and Assistant Director on any significant program and / or personnel issues occurring in local offices. Allots case service funds as directed and manages expenditures to best advantage for their division. Produces accurate federal, state, division, and section reports within established timeframes; facilitates program-related federal review and procedures, monitors, and reports upon the progress of any resulting program corrective action plans. Oversees and facilitates hiring, orientation, training, and evaluation process for field personnel statewide. Clearly sets and communicates goals and expectations for the work unit that support division mission / goals. Demonstrates quality leadership principles; focuses on both getting the work done well and timely; and promotes excellence in the work unit by encouraging changes, improvement, innovation, new ideas and solutions to problems and work processes. Attends local, state and national meetings to keep abreast of best practices in other organizations and their possible application to the division; makes presentations regarding their programs and services and negotiates partnerships with federal, state and private sources to further the employment and independent living goals of agency consumers. Performs other duties as assigned.

Minimum Qualifications
The formal education equivalent of a bachelor's degree in general business, sociology, psychology, or a related field; plus, six years of experience in social services, organizational management, or a related program area.
