Department Introduction :
The Water Resources & Civil Infrastructure (WRCI) group supports Stanford University with safe and reliable water services and civil infrastructure and protects our water resources in a cost-effective and environmentally responsible manner.
Job Purpose :
The associate engineer, under the general supervision of the team manager, is primarily responsible for the support for pollution prevention, compliance and efficiency programs through data analysis, report preparation, field inspections, and training across campus. The engineer will also complete tasks within the environmental programs protecting surface water and groundwater resources.
This position is a fixed term position that is scheduled to end 2 years after the date of hire. This position is hybrid with 3 to 4 days onsite per week, and subject to change depending on operational needs.
Core Duties *:
Independent Day to Day Implementation and Support of Core Team Programs
Reporting
Assist and prepare environmental reports on water quality for protection of public health and environmental quality as well as water efficiency. Prepare communications to external water management agencies, academic and non-academic departments, and the campus community to maintain compliance with permits, regulations, and agreements. Assist with the water production and consumption tracking and implement data review and management practices.
Representation
Inspections – Assist with field/facility inspections and provide recommendations to campus facilities for best management practices and compliance with drinking water, stormwater and wastewater regulatory requirements as well as water efficiency standards and goals.
Meetings/Stanford Representation – Represent WP&S team at various internal and external groups. Collect and report information on regulations/information that may affect Stanford related to water efficiency and other compliance programs as needed.
Outreach – Prepare and present information to the campus community about water efficiency, water consumption trends, and regulatory requirements and best management practices for the compliance programs. Work with team to prepare bill inserts and fact sheets.
Website – Assist with maintaining and updating current web site for compliance and water efficiency programs.
Information and Data Management
Maintain, organize, and archive water production, consumption, and project documentation and program information. Assist with plans reviews for impact to WP&S programs in renovation and construction projects.
Involvement in Team Programs
Domestic Water System Compliance Support
Assist with program and work to maintain compliance and a reliable supply of safe drinking water. Support QA/QC of water quality database and preparation of compliance reports.
Wastewater Compliance Support
Assist team with program implementation and work with campus community for compliance with permits and regulations and protection of the Palo Alto Regional Water Quality Control Plant (PA RWQCP) and San Francisco Bay. Support preparation of routine wastewater compliance reports and associated data. Assist in conducting required inspections, sampling, and distribute outreach materials and information to the campus facility managers and users.
Stormwater Pollution Prevention Support
Perform inspections and provide recommendations/training for improvements of Best Management Practices across campus for compliance and protection of local surface waters. Assist with preparation of compliance reports.
Misc. Environmental Projects Support
Assist team in response to outdoor spills or releases to the environment to evaluate regulatory and environmental impacts and work with staff from EH&S to direct spill/emergency response crews to minimize environmental impacts, including stormwater, soil, and wastewater.
Water Conservation Staff
Assist with water consumption tracking, conservation projects, and responding to customer water use inquiries. Maintain documentation of completed water conservation retrofit projects to track estimated water savings to actual metered water use data.

Education & Experience :
- Bachelor's degree in science or technical field, such as: engineering, chemistry, earth sciences, or biology and 1-2 years of related experience or combination of education and work experience.
Knowledge, Skills and Abilities :
Advanced and specialized knowledge of environmental science, water quality, data analysis, and pollution prevention practices. Specific experience with drinking water, wastewater, stormwater regulations and requirements is preferred.
Working knowledge of domestic water, wastewater, stormwater, pollution prevention, and general environmental regulatory requirements and compliance.
Good team ethic and ability to work well with all levels of professionals and staff, including internal and external partners for compliance and water resource protection. Including but not limited to infrastructure engineers, utility inspectors, Water Operations technicians, and Environmental Health and Safety (EH&S) to implement programs.
Must be detail oriented, able to work with strict deadlines, follow-through on issues independently, be dependable, and be able to juggle several projects at the same time.
Excellent verbal and written communication skills in English.
Independent, energetic, well-organized, self-motivated person, who can promptly and clearly communicate with regulatory agencies, staff, faculty, students, and members of the community.
Proficient with MS Office computer applications.

Physical Requirements *:
Frequently sitting, perform desk-based computer tasks, lift/carry/push/pull objects that weigh up to 10 pounds.
Occasionally stand/walk, twist/bend/stoop/squat, grasp lightly/fine manipulation, use a telephone, lift/carry/push/pull objects that weigh up to 11-20 pounds,
Rarely kneel/crawl, climb (ladders, scaffolds, or other), reach/work above shoulders, grasp forcefully, writing by hand, sort/file paperwork or parts, lift/carry/push/pull objects that weigh >40 pounds.
Walking and/or biking long distances during inspections and for movement around campus and to carry testing equipment, meters, and fixtures. Having a valid California driver’s license is preferred but other alternate forms of transportation may be considered.

Working Conditions :
Requires 24-hour response availability seven days per week for emergency situations.
May be exposed to noise > 80dB TWA.
May working at heights 4 - 10 ft.
May require extended hours if compliance issues need to be resolved and/or deadlines need to be met.

The expected pay range for this position is $87,256.00 to $97,800.00 per annum.
