First Division Consulting Systems Engineer III (PEO LS) in Stafford, Virginia

This position supports the United States Marine Corps’ Program Manager Ground Based Air Defense (PM GBAD), Program Executive Office Land Systems (PEO LS). An acquisition Systems Engineer III (SE III) employs a multi-discipline approach to requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis.

Primary duties will include but is not limited to the following:

  • Support systems engineering activities including requirements analysis, functional analysis, design solutions formulation, systems analysis and control, and generation and maintenance of systems architecture products.

  • Apply system engineering principles and procedures to translate quantified needs/requirements into system performance parameters and the identification of system/item configuration.

  • Formulate and issue systems engineering documents, processes, procedures, and milestones.

  • Assist the government SE in all technical aspects of assigned program.

  • Perform top level design, development, integration, testing, installation, and troubleshooting.

  • Translate military operational and mission requirements into practical system concepts and performance specifications.

  • Develop and maintain technical documentation such as specifications, engineering drawings, system interface requirements, and engineering changes.

  • Participate in post awards, program reviews, design reviews, and IPTs as a technical expert on assigned program.

  • Evaluate design efforts to ensure integration of all the engineering disciplines and adequacy of the analysis performed, bringing in additional technical expertise as needed.

  • Create and review test plans, procedures, and reports for technical adequacy on assigned programs, for both Government and contractor tests, as well as all failure reports.

  • Review and evaluate system performance against specification requirements, monitoring and assessing field performance, and assessing risk of meeting user and specification requirements.

  • Initiate engineering change proposals and waivers/deviations as required and conduct physical and functional configuration audits.

  • Review program management documents to ensure accuracy and adequacy of technical content.

  • Develop solution designs based on analysis of requirements and new technologies.

Requirements

  • Must have an active DoD Secret clearance.

  • Required a bachelor's degree in science, computer science, or engineering or 10 years experience as a system engineer in lieu of a degree..

  • Required 2-5 years of experience supporting Government programmatic planning, coordination, and execution of the cost, schedule, and performance of all aspects of Government programs. Prefer a candidate has experience doing mid-level in government or industry in relevant work areas including DoD Acquisition Process, Requirements Process, Planning, Programming, Budgeting, and Execution (PPBE) process, or systems engineering of large complex Systems of Systems or Service Oriented Architecture environments residing in cloud, on premise, or hybrid infrastructures.

  • Prefer a thorough knowledge of the Systems Engineering Management Process and Implementation, as applied to the Marine Corps Acquisition process throughout all life cycle phases; knowledge of DOD policies on Systems Engineering, Integrated Product and Process Development (IPPD) and IPT Management; and ability to coordinate and negotiate design and engineering activities with other related programs and organizations. Provides expert and authoritative advice affecting critical programs and technologies.

  • Will be required to follow all Federal COVID-19 protocols as they pertain to contractors.

  • Experience in on or more of the following areas is desired:

  • Experience or knowledge in the design and/or architecture of RF communications, or surveillance systems.

  • Experience in the design, integration, and/or testing of tactical equipment.

  • Experience in ground-based surveillance and/or sensing systems of use in the Marine Corps.

  • Experience in IT systems and radar systems.

Physical Requirements:

  • While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.

  • Specific vision abilities required by this job include close vision requirements due to computer work.

  • Light to moderate lifting may be required.

  • Regular, predictable attendance is required; including quarter-driven hours as business demands dictate.
