U.S. Army Acquisition Support Center Program Analyst in Stafford, Virginia

Summary About the Position: Announcement will be used to fill a Program Analyst, NH-0343-02, position. Selected applicant will be assigned to the Joint Project Manager for CBRN Protection (JPM CBRN P) located in Stafford, VA. The NH-02 pay band encompasses grades 05-11 under the General Schedule (GS) system. Responsibilities Participates in analyses of current and projected defense acquisition programs to evaluate actual or potential effectiveness in achieving cost, schedule, and performance objectives. Performs analysis of acquisition processes and documents the findings into the appropriate acquisition documents to facilitate program reviews. Researches current DoD, DA, and local acquisition policies to perform analyses on a variety of projects. Drafts recommendations based on analyses for presentation to management officials for their use in ensuring efficiency and balance in the development and execution of acquisition programs. Serves as a member of an Integrated Product Team (IPT) composed of representatives from appropriate functional disciplines working together to build successful programs. Providing recommendations to facilitate decision-making involving all Stakeholders in a collaborative forum. Requirements Conditions of Employment Qualifications This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. Term Appointment NTE - Position will be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General Experience: Must have three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 or GS-04 grade level, which includes: 1) Gathering, analyzing, and evaluating information related to assigned projects; 2) Monitoring project progress and tracking improvements; and 3) Applying program evaluation techniques to ensure compliance with established rules and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-01 or GS-04). OR I have successfully completed a full four (4) year course of study leading to a Bachelor's Degree. (NOTE: You MUST attach a copy of your transcripts.) OR I have the general experience as described above, but less than three (3) years; and I have some collegiate education, but less than the required four (4) years. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 36. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position is Telework eligible, as determined by agency policy. This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
