Mentor Technical Group Sr Project Engineer in St. Thomas, Virgin Islands

Responsibilities:

  • The purpose of the project is the facilities restoration at the TEMPR Saint Thomas Bulk & Aviation Terminal (STT) will maintaining the terminal operable for continued business.

  • TEMPR will provide the technical specifications to the selected contractors for each deliverable to be further developed for construction.

  • The Project Engineer shall perform works in connection with TEMPR, PMC Support, and the selected Contractor’s.

  • A key element in the success of the project will be the interaction between TEMPR STT Operations, the selected contractor’s team and the PMC Contractor staff.

  • Team alignment, planning, and procedural issues will need to be identified and resolved early in the planning phase of the project.

  • PMC shall review contractor’s deliverables to ensure the compliance with all applicable legal and technical requirements (regulation, standard, specification, …).

  • All along the Construction and Commissioning Phase, the Project Engineer along with the PMC Contractor shall verify the compliance with design dossier and with required performances and characteristics in accordance with the Inspection and Test Plan.

  • The Project Engineer shall assist TEMPR in the management of the Project by: A non-all-inclusive list of requirements are as followed: - HSEQ: o Effectively manage and minimize HSE risk within area of responsibility by ensuring:  Compliance with all HSE Policies, rules, guidelines, and legal requirements  Promotion of safe working environment and positively contributing to the company HSE KPI’s and risk reduction strategies  That the HSE competency requirements are identified and enforced within area of responsibility

  • Ensure adherence of TEMPR HSEQ procedures by contractors and staff o Provide assurance on HSEQ and take corrective action in your area of responsibility.

  • Ensure that only contractors with valid contracts are used, including TotalEnergies Group ICC policy compliance.

  • Reporting: Participating in project teams as and when required to do so.

  • Allocated projects progress management and reporting including but not limited to (Project HSSE & Quality Performance, Schedule Compliance, Progress Cost Status vs. Budget and Risk Management) - Customer Service: o Delivery of Projects in line with agreed stakeholder KPI’s o Provide cost estimates within agreed timeframes to business for investment assessments. - Budget o Budget control, including optimal management project scope changes and value generation/optimization.

  • Ensure timeous liquidation of allocated budget. - Projects Design, Construction, and Engineering

  • Ensuring effective project scoping for all allocated technical projects, including all stakeholder requirements.

  • Ensure that project feasibility studies are completed for all allocated projects.

  • Ensure that effective management of change in line with approved MOC procedure for related projects. o Ensure that project review sessions are conducted including arranging, facilitating, and recording the proceedings of his/her project review meetings.

  • Ensure project design review are completed in line approved Project Methodology

  • Ensure that all projects comply with regulatory requirements, group standards as well as engineering and construction best practices.

  • Ensure legal requirements are met including but not limited to municipal engagement and obtaining local authorities’ approvals for allocated projects.

  • To obtain formal commitment authority for ‘approved in principle’ technical projects.

  • Ensure effective planning, organizing, control and execution of project site activities.

  • Effective management of project KPI’s/EG (Safety, Quality, Schedule, Cost) including ensuring effective, timeous engagement with project stakeholders

  • Ensure optimal management of projects documentation, commissioning, and handover, including optimal guarantee management and maintenance planning.

  • Facilitate the flow and respect of deadlines between the issued documents and the instructors/reviewers 

Qualifications Requirements/Knowledge/Education/Skills:

  • BS or Engineering degree in Mechanical, Electrical, and/or Civil

  • 3-6 Project management experiences

  • Project management qualifications

  • Oil and Gas experience is a plus

  • Sound business process analysis and administrative skills

  • Competency requirements: Stakeholder management, Project risk management, Negotiations, Self-leadership and mastery, Communication & Presentation & Business acumen
