The DCYF General Counsel’s Office currently a team of four, which will triple in size in the next few months. We recognize the value in ensuring that our foundation is solid with systems and processes, and our skillsets are aligned so that staff are able to contribute their best skillset to DCYF’s missions. For that reason, we seek a Legal Management Services Director (LMS Director).

The Legal Management Services Director (LMS Director) will coordinate the building and oversight of agencywide systems to support expedient and efficient delivery of 1) data to the public, 2) legal services to agency staff, and 3) litigation supports. The LMS Director will be hands on, will help build and grow a team of two to four legal process coordinators to do this work, and will be key leader in the General Counsel’s Office legal management team. The LMS Director will coordinate with internal and external partners to accomplish the goals of the LMS Office.

More specifically, the LMS Director will evaluate the General Counsel Office’s (GCO) legal support needs and make recommendations regarding allocation of the budget and make recommendations for resources needs, including analysis of the costs and benefits of the recommendations. Responsibilities include:

  • Supervise case flow, administrative personnel needs, technical needs, and emergency preparedness.

  • Supervise all GCO non-attorney staff and functions.

  • Oversee the development, implementation, and maintenance of a comprehensive agencywide system for tracking and facilitating data requests, delegations, case management, and litigation holds.

  • Oversee the transition of GCO grant and contract work to the Contract Integration System (CIS) and/or other contract monitoring system.

  • Coordinate the activities of non-attorney staff for GCO with DCYF leadership and other key partners.

  • Monitor performance by the GCO and complete required reports on GCO activities to appropriate senior management, and in collaboration with GCO leadership, develop reports necessary for performance monitoring.

  • Oversee the division’s interactions with the appellate courts, district courts, the Office of Administrative Hearings, and the Appeals Division.

Minimum Qualifications

Demonstrated leadership experience, which can include:

  • Experience as a supervisor, lead worker, team lead, project lead

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4)

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

  • 1+ year of experience identifying issues and goals, and developing and achieving strategic actions for their accomplishment

  • 100+ hours per year time commitment

AND

3 years of human services experience in developing, implementing and overseeing systems and processes to support a legal team. Experience must demonstrate the following:

  • Experience leading change management processes or trainings specific to change management;

  • Experience identifying the need for and developing new processes and procedures and implementing them;

  • Demonstrated experience developing and integrating technology systems;

  • Knowledge of human services programs and applicable federal and state laws, regulations, agency rules, policy, and administrative hearing processes and procedures;

  • Skill in navigating SharePoint, SSIS, Agile Apps, OneNote, the Microsoft Office Suite and similar systems.

  • Demonstrated capacity to develop positive, collaborative relationships with a diverse body of internal and external stakeholders.

Preferred Qualifications

  • Experience with CRMs and case management systems such as Everlaw.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
