This position directs the overall operation of the Center for Medicare/Medicaid Services (CMS) grant project for the Enhancement of School Based Services. The person in this role is responsible for administering the implementation of project activities; coordinating the selection and contracting with subrecipients including the Minnesota Department of Education (MDE) and contractors; coordination with other agencies and workgroups (such as the Medicaid in Education Behavioral Health Workgroup); conducting meetings; designing and directing data gathering, tabulation, and interpretation to ensure data tracking mechanisms are in place to effectively capture and aggregate data. The project director is also responsible for overall program evaluation and is the responsible authority for ensuring necessary reports/documentation are submitted to CMS. This position relates to all program objectives and will be hired in year one at project inception.

Domain of responsibilities includes:

  • Direction, implementation, and coordination of the CMS School Based Services Enhancement Grant Initiative.

  • Collection and reporting of data related to the CMS School Based Services Enhancement initiative performance and overall performance of existing and new school-based services.Designing and directing data gathering, tabulation, and interpretation to ensure data tracking mechanisms are in place to effectively capture and aggregate data.

  • Communication to stakeholders of CMS School Based Services Enhancement initiative objectives, training of School Based Services related team, school district staff, and other stakeholders related to project objectives.

  • Lead, direct, and coordinate all grant processes during pre-award, award, post-award, monitoring, and close-out phases to issue an Request For Proposals (RFPs) for school “seed money” necessary to support local school districts to implement grant related objectives.

Minimum Qualifications

Three (3) years of experience demonstrating expertise with government grants and/or contract competencies.

Experience must clearly demonstrate:

  • Working knowledge of school-based mental health services, healthcare services, Medicaid policy and benefits.

  • Strong understanding of core contract and/or grant management standards and practices that include managing RFPs.

  • Experience negotiating contracts terms to a wide variety of contractors and/or grantees.

  • Data research skills sufficient to identify best practices, abnormalities and track measurable results.

  • Program and project management skills that also includes tracking grant budgets and presenting program efforts.

*Bachelor’s degree in social work, psychology, public health, or another related fields may substitute for one (1) year of work experience .

Master’s degree in social work, psychology, public health, or another related fields may substitute for two (2) years of work experience.**

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Knowledge of Minnesota’s Human Services Behavioral Health Programs and/or delivery systems.

  • Understanding of grant knowledge roles and relationships of county, tribal, state, and federal governments.

  • Experience presenting data.

  • Experience building working relationship with external partners for enhancement of program effectiveness.

  • Engagement and outreach skills to negotiate a variety of interests to reach consensus.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
