This position manages laws, rules and policies governing the administration of the Appeals units for which the division is responsible, including: corporate franchise, S-Corp, partnership, estate, fiduciary, individual income, sales and use, withholding, MinnesotaCare, penalty reconsiderations, collection processes such as successor liability, and property tax refunds. This is accomplished in a manner that is consistent with the department’s mission, vision, values and strategies and that is tailored to meet the needs of the division’s customers. This position manages Appeals units operational policy development and measurements, and work force planning activities administered by the Appeals units. This position also participates in department-wide tax policy development as well as tax policy that involves the Appeals, Legal Services, and Disclosure division appeals tax types.
This position requires in-office 1-2 days per week or as negotiated with management at the time of hire. Employees will be required to complete a telework agreement. Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.
Minimum Qualifications
Four (4) years of professional supervisory experience that includes demonstrating effective leadership and management skills.
Knowledge of auditing and administrative appeals.
Communication skills, both oral and written, sufficient to explain complex operational procedures, appeals best practices, and sensitive, controversial issues to staff and leaders in a clear and concise manner.
Ability to analyze problems sufficient to develop creative solutions and alternatives for consideration that will best meet the needs of the agency and the ability to develop and implement program activities to address an ever-evolving work environment including critical thinking and problem-solving skills sufficient to analyze a variety of complex appeals issues and make sound decisions.
High level management and human relations skills to plan, organize, and coordinate the activity, personnel, and projects related to the Appeals units' work.
Must have a valid class D driver's license or reliable transportation.
Preferred Qualifications
Experience in appeals involving one or more of the major Revenue tax types (Corporate Franchise, Individual Income or Sales/Use tax).
Knowledge of administering provisions within the Minnesota Association of Professional Employees contract, ensuring adherence to contractual obligations and promoting effective labor relations.
Familiarity with Minnesota Tax Court proceedings, facilitating resolution of tax disputes and legal compliance.
Proficiency in using GenTax software, enabling efficient tax administration and data management.
Certified Public Accountant license or Bachelor's or Master's Degree with a major in business administration, finance, accounting, public administration, management, or other related area.
Planning, organizing, and managing the daily activities and projects for a large number of employees.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records and laptop computer.
