In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Research, Evaluation, and Strategic Planning Supervisor is part of the Strategic Initiatives Unit in the Child Care Services Division, a complex and inter-related; large-scale, high-visibility area within the Early Childhood Administration at the Department of Children, Youth, and Families. Responsibilities include:

  • Supervise 3 Analysts to achieve the objectives of the research, evaluation and strategic planning work of the Child Care Services Division including supporting individual units – Child Care Assistance Program, Quality and Family Supports, Provider and Workforce Supports, Operations and Strategic Initiatives.

  • Direct the design and execution of accurate, timely, and complete early childhood and other social services data analysis and research for CCS leadership, the Department of Children, Youth and Families, federal government, state legislators, county and tribal social service agencies, providers, advocates, and the public.

  • Assist the Strategic Initiatives Manager, CCS leadership and staff to plan and develop the strategic efforts of the Child Care Services Division related to measurement strategies and methods to support program and legislative analysis to further the CCS Division and DCYF program objectives.

  • Serve in a lead role to ensure data governance follows data agreements, data policies and processes are in compliance and follows best practices for the use of qualitative and quantitative data.

  • Plan, develop, and organize coordination with other state agencies, administrations and divisions in DCYF to accomplish mutual objectives, minimize overlap in research efforts, and maximize utility of existing state and federal resources.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee(e.g. ERG) - Experience must include:

Four (4) years of advanced professional work experience in delivery and/or support of human services, social services, child care, early care, education, or children, youth and families. Experience must include:

  • Strategic planning process experience across multiple internal and external partners.

  • Experience using current scientific research theory and techniques including research design, hypothesis testing, data analysis, evaluation approaches and methods, sampling methods, data base construction and complex statistical analytic techniques and the circumstances in which they are used.

  • Project management, leading complex projects across administrations or organizations.

Preferred Qualifications

  • Bachelor’s or Master’s degree in public administration, human services, or child care/early education.

  • Experience overseeing change management and quality improvement processes.

  • Experience supervising, guiding, and supporting a team to achieve common goals.

  • Experience using and managing automated systems and data communications technology to generate information needed to support strategic planning.

  • Experience overseeing and developing data systems governance ensuring processes and protocols follow best practices.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
