The Legislative and Policy Director provides agency-wide leadership and stewardship of the Minnesota Council on Latino Affairs legislative and budgetary priorities. This position determines methodology and strategies for assigned projects, including research and community engagement, to develop a data-driven and human-centered legislative agenda that will address the current and future needs of Minnesota. To meet agency goals and mission, this individual will coordinate all official statements to legislators and legislative staff, ensuring the establishment and maintenance of effective relationships with the legislature. In addition, this position coordinates joint legislative positions and actions with other agencies and serves as the agency's primary point of contact for the governor's respective policy team. The incumbent supports the recruitment, and guidance of policy fellows (interns) when needed.
Minimum Qualifications
Three (3) years of experience working with the Latino Minnesotan community and/or government, public relations, or another related field.
Demonstrated cultural competence, experience working with diverse groups in particular with the Latino community.
Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
A bachelor’s degree or higher in public policy, public affairs, public administration, or related field will substitute for 1 year of experience. A master's degree may be substituted for 18 months of experience as described.
Minimum qualifications assessed at interview:
Ability to lead strategic initiatives, collaborate with diverse stakeholders, and manage complex projects that deliver high stakes results in potentially controversial environments.
Understanding and familiarity with issues of importance to the Latino community of Minnesota.
Skills in verbal and written communications sufficient to provide direction to staff, communicate effectively with stakeholders, and interpret and communicate complex information.
Ability to work with constructive feedback and transform it into learning opportunities and personal growth.
Preferred Qualifications
Demonstrate knowledge in wide range of various social issues, including but not limited to education, immigration, health, economic development, human rights, housing, child welfare.
Experience in community outreach, including work with families, campaigns, grassroots organizing, community development, youth programs, arts and culture, social services or similar field.
Master's degree in public policy, public affairs, public administration, or related field.
Knowledge and experience in data analysis and research methods.
Knowledge and experience of the Minnesota legislative and policy making process.
Flexibility in navigating various topic areas.
Familiarity with the Spanish language
Ability to interact and collaborate with people from different backgrounds, ideologies, and personality types.
Ability to work independently and as part of a team.
