The Office of the Ombudsperson for American Indian Families is looking for an Investigator. This position represents and performs investigative and complaint resolution duties of the OAIF under limited supervision. This individual will receive, process, investigate, resolve, and report on individual complaints. The position will also investigate systemic issues and policy analysis, research, reporting, and recommendations regarding American Indian and Alaska Native children who are involved in the child welfare system, child protection or out-of-home placement in any of the 87 Minnesota Counties.

Minimum Qualifications

One (1) year of experience performing one or more of the following duties:

o Conducting investigations

o Legal research

o Working on cases involving child welfare.

Applicants who meet the above requirements will be further assessed on the following:

  • Interpersonal and conflict resolution skills sufficient to work effectively with a variety of internal and external stakeholders, and the public.

  • Knowledge of Minnesota’s child welfare system, including the Indian Child Welfare Act, the Minnesota Indian Family Preservation Act, the Minnesota Tribal State Agreement, child protection, foster care, extended foster care, kinship care, and adoption, and policies, governmental organizations, and public policy structures.

  • Knowledge of American Indian culture, traditional practices, and beliefs

  • Proficiency with Microsoft Office products, including Word, Excel, PowerPoint, and Teams.

  • Oral and written comprehension and communication skills sufficient to communicate effectively and concisely with a broad variety of stakeholders.

  • Analysis, problem-solving, and decision-making skills to manage concurrent problems, make proper determinations of information provided, or determine the appropriate referral.

An associate degree or higher in social work, human services, psychology, criminal justice, sociology, or a related degree may substitute for six months of experience.

Preferred Qualifications

  • Experience developing training materials, and presentations sufficient to effectively present training programs to a variety of audiences

  • Knowledge of cultural norms and trauma of individuals or communities who have faced historical discrimination and oppression across all protected class statuses.

  • Policy and/or research analysis skills sufficient to make recommendations for policy and practice changes that promote the highest attainable standards of competence, efficiency, and justice for youth who are in the care of the state.

  • Direct experience working with the American Indian community and with tribal communities.

  • Ability to respect cultural differences and work with people from diverse backgrounds and religions.

Additional Requirements

Incumbent must maintain valid driver's license, and insurance, or have other reliable transportation.
