As the HR Project Manager, you’ll impact the strategic advancement of the Minnesota Department of Human Services (DHS) human resources function by researching, proposing, and implementing solutions to Agencywide human resources challenges. You’ll also provide guidance/mentoring to less experienced staff and lead the most complex human resources projects for the agency

The HR Project Manager will also serve as a Recovery Director, developing and implementing business continuity plans for assigned Operations divisions (Human Resources; Safety, Health & Emergency Management; Management Services; Office of Strategy & Performance; and Employee Culture).

The HR Project Manager will have access to and be exposed to bargaining related materials and discussions as defined in M.S. 13.37, subd 1C (https://www.revisor.mn.gov/statutes/cite/13.37) .

As a HR Project Manager, you will:

  • Lead projects/project teams, conduct studies to address challenging agency and/or statewide human resources issues by conducting research on employment laws, talent management best practices, legislative bills, and collective bargaining agreement/plans to develop and revise policies, rules, guidance materials, tools, and other resources for the HR office.

  • Implement Human Resources program priorities by conducting best practices research and proposing strategic HR solutions that would address HR needs and problems.Provide HR program expertise to enable fully informed decisions. This responsibility goes beyond the DHS HR office and will often expand across the enterprise.Topics include, but are not limited to job evaluation, classification, qualifications, talent management, workforce planning, labor relations, and leave management.

  • Provide classification and job evaluation expertise, mentoring, and training to the DHS HR office.

  • Create effective human resource toolkits, resources, guidance materials and presentations/trainings on the full range of HR topics for HR staff; managers and supervisors; and DHS staff.Advise on difficult issues.

  • Develop and implement continuity of operations plans, including plans to respond to work stoppages (such as shutdowns and pandemics).

Minimum Qualifications

Four (4) years of specialized experience working in HR’s business continuity, workforce planning, or project management areas.

Experience must clearly demonstrate:

  • Expert level knowledge of State of Minnesota’s HR Systems and Programs.

  • Skilled in talent management, workforce planning, classification, state and federal labor and employment laws, personnel rules, labor relations, administrative procedures, and bargaining contract/plan languages.

  • Strong human relations and communication skills; ability to communicate clearly and professionally both verbally and in writing at all levels of the organization, drive consensus, and tailor messages appropriately.

  • Understanding of project management principles and tools for coordination and execution to lead large projects.

  • Understanding of state processes/policies: legislative and bargaining unit processes, state HR and LR policies.

  • Strong presentation skills, including ability to synthesize large amounts of data and information to create polished PowerPoint presentations.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Displays attention to detail, organizational, analytical, critical thinking, and team building skills.

  • Understanding of business continuity principles and practices, including business impact analysis, business continuity planning, emergency response and operations management, and crisis communications.

  • Experience with organizational change management principles and tools.

  • Ability to set priorities, plan, and organize tasks and deliverables as needs evolve; drive towards key milestones and objectives; and lead project teams .
